ROLE PURPOSE:
To enable successful achievement of INSPIRE project WASH sub sector objective 1300; Women and children in targeted areas have increased and equitable access to gender-sensitive water and sanitation services.
SCOPE OF ROLE:
In collaboration with National INSPIRE project construction manager and WASH specialist, the role holder is expected to conduct WASH feasibility assessment, participate in designing WASH facilities and technologies, formulate BOQ, facilitate construction procurement, actively run construction monitoring and reporting based on national, local, SCI and construction industry standards and regulation. Further the incumbent is expected to engage in promotion of hygiene and sanitation behaviour’s and practices; build local community capacity on water resource and facilities management; liaise with respective sector offices and administration councils for project ownership, sustainable water resource and environment management.

JOB SPECIFIC ROLES AND RESPONSIBILITIES
· Plan and/or Facilitate integrated/joint regional Water resource assessment and feasibility study
· Lead Project office level Annual WASH sector plan and budget development and review
· Actively participate on WASH scheme designing, BOQ development and appraisal process
· Strongly engage with sector offices and local administration on the course of rolling out planned WASH construction project
· Initiate construction procurement process like: tender/BID document preparation, supplier vetting, invitation to tender, eligibility screening, Competent bid analysis, negotiation and construction contract Award process!
· Proactively work with local partners for timely site handover and contraction work commencement
· Implement save the children construction monitoring, risk assessment and construction quality bench mark tools and standards.
· Produce various WaSH construction monitoring and progress report
· Facilitate timely preparation of take-off sheet and payment certificate with support of CM/TTL
· Coordinate pre handover joint quality tests/quality assurance intervention with regional and technical specialists
· Lead smooth hand over process for completed WaSH construction facilities
· Organize and Provide capacity building training for WaSHCO’s and quip with necessary tools
· Facilitate promotion of hygiene and sanitation information’s and practices across target communities.
· Facilitate coordination of WaSH sector intervention across programs and projects under the field office
Child Safeguarding Responsibilities (if the position holder is focal person for CSG)
· Ensure all staff, partners and any representatives of Save the Children are aware of the child safeguarding policy, hub office risk assessment is conducted and mitigation plans are addressed, local procedure is established and all raised concern appropriately responded, and attend Hub and country office focal point meetings.
Safety & Security focal person Responsibilities (if the position holder is focal person for S& S)
· Collect and circulate appropriate security information through the NGO Forum security mailing list and other modes of communication. This is a full-time role during a security incident
· Collect and manage security information for SCI, including contact information and Office/residence locations.
· Oversee the development of maps of office locations and security incidents.
· Develop and standardize “good practice” checklists for priority threats and share relevant security resources.
· Facilitate Security briefings
· Help to ensure that all new SCI staff is conversant with relevant security protocols
· Represent regional meetings with UNDSS, NGOs other external stakeholders and advocate NGO security challenges and needs
· Detect and analyse changes to local security environment
· Monitor security equipment to ensure proper functioning (e.g. fire extinguishers, first-aid kits, etc.),
· Provide immediate support and co-ordination during and after a security incident involving the MFI and MFI staff
· Report security incident to appropriate parties as per the policy,
· Ensure every member of staff takes on-line security training wherever possible,

· Perform any other activities based on Line manager’s assignment

MINIMUM QUALFICATION, EXPEREINCE, COMPETENCIES
QUALIFICATION
· BSc; civil engineering, sanitary engineering, Hydraulics or hydrology, Environmental health, construction management or Equivalent level with relevant field of study
. Minimum 2 years work experience
EXPEREINCE
KNOWLEDGE SKILLS AND ABILITY
· Very good conceptual understanding of the job
· Strong interpersonal skill and customer handling
· Very good skill in communication
· Computer literate: MS XL, AutoCAD/ArchiCAD/ E-tab would be an asset

· Frequent travel to WASH construction sites including in hard to reach settings [Dalol]
