Duties and Responsibilities:
1: Management and Coordination of the Consortium
Ø Organize kick off meeting- including involvement from project, technical, finance, logistics and human resource departments as appropriate.
Ø Convene and chair monthly consortium steering committee meetings to discuss pertinent programme and financial issues and disseminate minutes and follow up on action points. All Deputy CD / Country Directors, and/or each agency focal point will be present.
Ø Organize monthly and quarterly review meetings at Sekota and Addis Ababa levels, and ensure proper follow up of minutes’ meeting
Ø Ensure procurement plan is developed and followed up
Ø Ensure that rules and procedures are understood and respected by all NGO partners, sharing information and conducting training if required on proposed systems and processes for consortium management
Ø Oversee and proactively engage in the implementation of key recommendations from EU, ACF HQ or that of the consortium steering committee
Ø Maintain oversight of the technical and support team coordination of consortium members.
Ø Ensure that activities conform to the proposed activities for each NGO and that of the consortium as a whole as per the final approved consortium proposal and that of each NGO.
Ø Prepare the internal consortium audit – sharing guidance to consortium partners on requirements as outlined in the consortium MoU.
2: Manage and ensure timely reporting
Ø Ensure reporting for all the consortium members according to EU and ACF HQ requirements is completed in a timely manner and according to agreed deadlines
Ø Develop a reporting schedule that is agreed by all consortium members which adequately feeds into the external EU requirements and deadlines
Ø Manage and update the common consortium log frame, utilizing for reporting and ensuring complete information can be shared if requested by the donor
Ø Collect and provide financial and narrative reports from consortium members for internal reference and progress tracking.
Ø Collect and provide consolidated narrative and financial reports on progress at interim (yearly), and final intervals as per the donor and ACF requirements.
Ø Manage and negotiate any budget changes in accordance with donor and ACF criteria
Ø Coordinate and put in place a program capitalization system in collaboration with each focal point from each NGO.
3: Manage Communication Channels for Consortium and Action Against Hunger
Ø In addition to monthly steering committee meetings and monthly focal point updates, provide regular updates to the consortium steering committee, key contact points and ACF on the progress of the consortium in meeting the proposed activity objectives.
Ø Put in place adequate practices and channels of communication and interaction between consortium members
Ø Proactively seek feedback and input from consortium partners on challenges or risks to funds and negative impacts on programme activities.
Ø Carry out regular communication and updates on consortium management, consortium partner performance and provide timely alerts of key challenges to ACF.
4: Consortium Monitoring, Evaluation and Learning
Ø Ensure that each consortium members own policies and compliance are in accordance with all ACF financial, monitoring and evaluation policies and that these are shared with consortium members.
Ø Consolidate and review the Monitoring Evaluation and Learning plan of the program in collaboration with the MEAL technical advisor
Ø Carry out programme monitoring visits at least once per month – with each agency receiving at least two visits during the grant. 70% of the work will be in Waghimra, 30% in Addis
Ø Convene and chair technical coordination meetings to share good practice and lessons learnt
Ø Draft ToRs for monitoring surveys and interim and final evaluations
Ø Coordinate a final “lessons learned” workshop based on the findings of the final report
5: Consortium Visibility and communication
Ø Ensure that consortium communication and visibility plan is developed and implemented accordingly.
Ø Ensure to collect monthly material for communication, as per EU requirements
Educational / Professional Background: Bachelor’s degree in humanitarian related fields and five years of experience in managing operations and programs. Experience in international NGO’s and emergency programs is advantageous.
Required skills: Computer literate in Word, Excel and Outlook and Microsoft office package, written and spoken English and Amharic , good relation and diplomatic qualities, analytical capacity, capacity to organize work and supervise a team , experience in problems linked with emergency response, willingness to communicate with people, good team spirit, willingness to work and live in a difficult operating environment
