ROLE PURPOSE:
The Monitoring, Evaluation, Accountability & Learning (MEAL) Specialist is responsible for the quality and accountability of USAID’s Building the Potential of Youth MEAL system. The MEAL Specialist will have a key role in further enhancing and promoting the existing MEAL system to ensure that colleagues and strategies are:
· Sufficiently informed about the collected and analyzed data and information and in particular about the gender integration and livelihoods improvement of the target youth;
· Facilitating the gathering of evidence-based knowledge on the positive and negative impact that the Activity at individual, organizational and institutional level;
· Receiving regular, timely and context-specific, meaningful feedback from colleagues, partners, participants and that feedback effectively informs and signals areas where strategic attention is required;
This will be accomplished through the existing MEAL framework, focusing on building the capacity of relevant colleagues and partners, as well as promoting and fostering a culture of shared learning and accountability within the country program. This includes supporting in the development and integration of accountability, learning and Activity quality standards in assessments, design, monitoring, review and evaluation, as well as consistent documentation of learning and progress of POTENTIAL.
KEY AREAS OF ACCOUNTABILITY:
· Use the existing M&E system to manage information generated by MEAL activities;
· Support the further enhancement of M&E systems while considering USAID and Save the Children standards and requirements and support adequate uptake at regional level;
· Support data collection/entry in six regions and 30 woredas in coordination with the six regional teams, ensuring that data (youth profile, gender, livelihood improvement) is well documented, including the traceability of target youth (34,537);
· Working with the six regional teams and specialists in order to ensure that gender equality and livelihood enhancement is considered and reported;
· Conduct data analysis and present and disseminate information to inform colleagues and stakeholders
· Working with the six regional teams and specialists in their development of their monitoring and evaluation frameworks and plans;
· Contribute to the development of annual plans, strategies and master budget and review to ensure MEAL activities and costs are adequately covered;
· Support planning, implementation and follow-up of evaluations, for instance writing TORs, preparing literature review packs, recruiting evaluators, planning evaluator itineraries, planning staff workshops, and leading report review;
· Participate in evaluations where required;
· Seek solutions for more complex data management requirements by working with IT colleagues;
· With support from colleagues identify MEAL supply needs and coordinate with the supply chain team to ensure materials arrive in good time.
MINIMUM QUALFICATION, EXPEREINCE, COMPETENCIES
Qualification
· Bachelor’s degree required or advanced degree preferred in Social sciences, Economics, Rural development
Experience
· Minimum eight years of experience and knowledge of monitoring, evaluation and needs/impact assessment methods;
· Skills in designing and implementing information management and performance measurement frameworks;
· Proven analytical and problem solving skills;
· Experience with writing reports for USAID or a major international donor.

· Strong computer proficiency, particularly with Microsoft Excel and Word, and ability to use computer programs, mobile applications, KoBO toolbos and other statistical packages to collect, document and share assessment and monitoring results;
· Strong interpersonal and organisational skills, and ability to work with government partners and ability to work in complex environments with multiple tasks, short deadlines and intense pressure to perform;
