BACKGROUND
The Last Ten Kilometers 2020 (L10K 2020) is a JSI Research & Training Institute, Inc. project funded by the Bill & Melinda Gates Foundation, USAID, and UNICEF. In collaboration with the Federal Ministry of Health of the Government of Ethiopia (FMOH), Regional Health Bureaus (RHBs), national and regional institutes, and other implementing partner organizations, L10K 2020 strengthens the capacity of regional and zonal health systems to implement the transformation agendas of Ethiopia’s Health Sector Transformation Plan (HSTP) 2015 – 2020 — i.e., woreda transformation, quality and equity of health services, compassionate and respectful care, and the information revolution. The goal of L10K 2020 Project is to ensure optimum coverage of high impact reproductive, maternal, newborn, and child health (RMNCH) interventions and contribute towards reaching Ethiopia’s post-Millennium Development Goal (MDG) targets for reducing maternal, newborn and child moralities.
OVERVIEW OF THE POSITION
In close collaboration with Senior Technical Advisor, the Senior M&E and Research Advisor is responsible for designing and implementing a comprehensive Measurement, Learning and Evaluation (MLE) framework for L10K 2020; provide timely strategic information to Project staff and stakeholders at all levels; and document, interpret, and report on L10K 2020 results to stakeholders. S/He will be based in the L10K 2020 Central Office, Addis Ababa, with extensive field travel. The Senior M&E and Research Advisor reports to the Senior Technical Advisor.
KEY DUTUES AND RESPONSIBILITIES
· Together with the Senior Technical Advisor develop and implement the comprehensive plan to monitor and evaluate L10K 2020.
· Coordinate division of responsibilities and assist the technical leads and the Regional L10K teams to implement comprehensive M&E plan.
· Supports the L10K technical teams to conduct needs assessments to design and implement RHB-centered strategies to implement the HSTP agendas.
· In collaboration with relevant partners, supports the RHBs to implement the information revolution agenda of the HSTP; specifically focusing on improving data quality and data use. Supports the RHBs and ZHDs to develop and implement tools to facilitate data analysis and visualization.
· Supports the RHBs and woreda health offices to implement the routine data quality assurance system.
· Supports RHBs, ZHDs and woreda health systems to use data to implement integrated supportive supervision and performance review meetings.
· Supports regional institutes to conduct secondary analysis of routine Health Management Information System (HMIS), Ethiopia Demographic and Health Survey (EDHS) and other relevant data to monitor and evaluate the implementation of the HSTP agendas.
· Supports the FMOH, RHBs, national and regional institutes to conduct health system research to inform the implementation of the HSTP agendas.
· Supports the technical teams to monitor the effectiveness of the project strategies to strengthen the capacity of regional and zonal health systems to implement the transformation agendas
· Documents the implementation of the L10K 2020 strategies and lessons learned.
· Develops terms and reference for contracting consultants to conduct studies; ensure proper monitoring of the studies implemented by consultants; and ensure timely deliverables.
· Represent the project in the area of M&E and research at meetings with stakeholders, including implementing partners, RHBs, FMOH, and donors.
· Provide regular project performance reports to the project management team.
· Assist the project management in developing detailed implementation plans and annual work-plans
· Assist the project management in conducting project review meetings, and ensure appropriate information is available for each review.
· Oversee development, update, and proper functioning of M&E procedures, instruments, and systems, i.e., L10K 2020 Management Information System (MIS), for managing project performance and effectiveness.
· Assist L10K 2020 Regional teams in complying with procedures and systems related to M&E and documentation of project learnings.
· Assist Project staff and RHBs to disseminate results to the wider community (working papers, conference presentations, peer-reviewed journal submissions, etc.).
· As necessary, facilitate any required revisions to the project-wide M&E indicators including the M&E and Research framework.
· As relevant, coordinate, consult, update and approve all M&E activities with the Senior Technical Advisor.
