Position Title: Learning and Knowledge Management Specialist

POSITION SUMMARY:
Farm Africa and Mercy Corps (with the support of consortium partners LTSI and Lion’s Head Global Partners) have completed implementing a three year DFID funded £6.9m programme in Ethiopia entitled Market Approaches to Resilience (MAR). This programme aims to stimulate market-based mechanisms to build the resilience of 339,140 climate vulnerable people in Ethiopia, specifically in lowland areas of SNNPR (Gamu-Gofa & Segen Zone( Derashie special woreda, Allie,, Arbaminch Zuria and Konso Woreda) , Afar (Zone 1 & Zone 3) and Somali (Gode, kebridehar & Degehabour woreda) Regional States. As part of the wider programme called BRACED (Building Resilience and Adaptation to Climate Extremes and Disasters, funded by DFID and fund-managed by KPMG, this is a 9 months cost extension phase which tries to finalize the already initiated/unfinished activities, to stabilize the results achieved over the three years’ implementation and ensure sustainability of program approaches & activities.
The Learning and Knowledge Management Specialist in the 9 months cost extension DFID-funded Building Resilience and Adaptation to Climate Extremes & Disasters (BRACED) project will work with the BRACED Deputy Chief of Party, Mercy Corps M & E Manager and site team to enhance innovation learning and knowledge management activities. The individual filling this position will have responsibility to lead managing and coordinating knowledge management and research related function of MAR-X program implemented by Mercy Corps Ethiopia. S/he works with Mercy Corps M&E and MAR Program/technical staff to develop and implement strategies and plans to capture, share, and extend knowledge within MAR-X program and among partners and other stakeholders at the local, national, and international level. S/he captures and documents best practices and communicate progress and achievements of s intervention/initiatives through strategic communication channels. S/he will participate actively in defining MAR-X program research agendas and lead the design and conduct of research studies and assessments. The Specialist will collaborate with Farm Africa (lead agency of MAR-X) M & E Coordinator of MAR-X program. The Specialist will also coordinate program learning by assisting in the implementation of the LKM strategy and supporting field teams in sharing learning. The position will require frequent travel to the field.
ESSENTIAL JOB FUNCTIONS:
Implementation of Learning and Knowledge Management Strategy Foster
Assist in strategic M&E documentation and documenting stakeholder feedback - Working closely with learning partners, the DCOP, the incumbent will document processes followed and results of MAR-X strategic M&E initiatives. He/she will also document the progress, challenges and lessons learned of feedback mechanisms in MAR-X, including joint monitoring exercises and review meetings.
Capacity building and coordination- Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including regular reflection and analysis of program monitoring data and production of evidence-based recommendations and reports. Provide extensive support and capacity building to sub-grantee organizations to develop and strengthen their monitoring and evaluation systems and tools.
Evaluation Assessments – Play a central role in supporting upcoming surveys (when arise) and final evaluation as well as lead the design, field-testing, data collection and analysis of any additional evaluation initiatives that may be required.
1. Bachelor Degree/Master’s Degree (preferable) in social sciences, statistics, monitoring and evaluation, or related field is required or demonstrated equivalent work experience in the field.
2. At least 5 years relevant field experience of complex, multi-dimensional programming;
3. Relevant M&E experience as follows:
a. At least 3 years (for Master Degree) and 5 years (for Bachelor Degree) work experience in implementing practical monitoring and evaluation, knowledge management or database management.
b. Demonstrated experience in monitoring routine data collection, data analysis and reporting against indicators at all levels.
c. Demonstrated experience in quantitative and qualitative survey implementation and support.
d. Demonstrated experience in indicator selection and reporting
e. Experience working in economic and social research.
4. Previous experience working on DFID funded programs strongly preferred
5. Previous management experience preferred
6. Demonstrated experience and ability to professionally and appropriately represent the organization and negotiate with a diverse range of government officials, local organizations, donors and other groups for outcomes in the best interest of program implementation
7. Effective verbal and written communication, multi-tasking, organizational, and prioritization skills are necessary
8. Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required
9. Strong written and oral communication skills in English, including report development, writing and editing.
