In Ethiopia, CRS has a long and rich history of providing emergency relief and development assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio currently focusing on community-based food and livelihood security through activities in agriculture, health, peacebuilding, WASH, emergency relief, and savings and lending. CRS is active in nearly all regions of Ethiopia: Tigray, Amhara, Oromia, Southern Nations, Nationalities, and Peoples' Region (SNNPR), Somali, Benishangul Gumuz, Afar, and Dire Dawa Regions.

1. Purpose
Catholic Relief Services/Ethiopia (CRS) seeks EOIs to shortlist potential consultants before requesting detailed bids for Annual Beneficiary Based Survey (ABBS).
2. Objectives and Scope
Feed the Future Livelihoods for Resilience - Oromia is a five-year USAID funded activity started February 01, 2017. The activity aims to contribute for improvement of PSNP households’ economic well-being, through on-farm, off-farm and employment strategies.
Catholic Relief Services (CRS), in consortium with the Ethiopian Catholic Church Social & Development Commission of Meki (commonly referred to as MCS) implements the activity in nine woredas across three zones in Oromia region: namely, Zeway Dugda, Arsi Negele, Heben Arsi, Shala, Adami Tulu Jido Kombolcha, Dodota, Sire, Siraro, and Boset. The activity targeted to assist 24,500 PSNP households with a goal to successfully graduate 18,375 PSNP households.
Feed the Future requires all Implementing Partners (IPs) to report annually on all indicators for which their projects have relevant components or interventions (FtF Sampling Guide for Beneficiary-Based Surveys, Feb. 2016). Accordingly, Livelihoods for Resilience–Oromia will conduct beneficiary-based annual monitoring surveys to track changes in behaviors, attitudes and practices of individuals, groups and institutions targeted by the project. The Beneficiary Based Survey (BBS) will be conducted among a sample of a project’s direct beneficiaries.

CRS is seeking EOI from a consulting firm that has the following qualifications:
A team Leader with the following qualifications;
The contractor should also provide statistical expert/data analyst, field survey supervisor, enumerators and assistant researchers with the skill sets that are required for this survey.
Fluency in English and Oromifa is required for the team leader and field team respectively
The consultant will be expected to deliver:
Provide inception report that details Survey plan; including detailed survey implementation plan that specifies methodology including sampling plan and tools, critical tasks, anticipated outputs with timelines, composition of a standard field survey team including expected tasks and responsibilities of each team member and data analysis plan to be employed.
3a. CRS Delivery Schedule (if applicable):
If selected, the consultant will be expected to complete the above-mentioned deliverables by September 28,2018.
3b. Timeline for Contract:
CRS wishes to enter into agreement with the consultant on July 09, 2018. Start date will be dependent on consultancy proposal on how to submit the deliverables as per the above-mentioned delivery date.
