1. Background

2. Rationale for Individual Consultancy Request
Save the Children has developed child appropriate Supplementary Math Storybook in order to help children develop their basic math skills and concepts through fun and stories. There are 55 pieces of such story materials developed by the generous effort of program staff in the field in collaboration with math teachers and education experts. The stories are designed basically to supplement math learning effert of younger children in primary grades(Grade 1-4). The story materials are originally developed in the local language( Afaan Oromo) and lately translated in to English. It is aimed that the materials are supposed to be used at larger scale in different contexts. The individual consultancy is therefore, required to review the content of the storybooks against the national Minimum Learning Comptentcy(MLCs) for mathematics.
3. Scope of work for the Individual consultancy (process and activities)
The detail scope of this temporary assignment is to thoroughly review, proofread and edit contents of the stories against the national minimum learning competency(MLCs) for math. This include, reviewing child-appropriateness, complexity, completeness, preciseness, expressions, accuracy and MLC-orientedness of the story. The final reviewed materials will be presented to Ministry of Education(MoE) for final review and made ready for external validation by Save the Children.
1. Expected Outputs and Deliverables:
· Throughly reviewed and edited 55 supplementary math story materials in relevance to the the scope of the work stated in this TOR.
· First draft copies of the the materials (in soft copies using tracker change) within one week before the agreed due date,
· Final version of the materials per the agreed contract within the due date.
2. Responsibility of the Individual consultant:
· Adheres to the Save the Children’s Child Safe Guarding Policy and Code of Conduct.
· Signs the Save the Children’s code of conduct
· Throughly review and edit contents of 55 suplementary math story materials against the National Math Minimum Learning Competency(MLCs).
· Make sure that the developed math story materials are child-approprite, MLC-oriented, complete in conveying the expected math skill and concept, expressed/defined in appropriate math wording and precisely defined.
· Throughly review the contents are not too complex for the learners to understand at their grade level.
· Incorporate feedbacks to be provided by Save the Children program staff to the first draft submission.
· Closely works with assigned Save the Children program staff and be guided in accordance of the review/edition criteria set by Save the Children,
· Submit draft copies of the materials in tracker change to Save the Children Sponsorship Unit a week before the agreed due date,
· Submit final copies of the materials to Save the Children Sponsorship Unit within the agreed due date,
Note: The individual consultant could hire his/her own support team in the ways he/he finds fit for the quality of the work we demand however, Save the Children is not responsible for the cost this incurs.
3. Responsibilities of Save the Children
· Submit both soft copies and hard copies of 55 supplementary math story materials to the selected individual consultant upon signing of the paper work.
· Assign program staff/focal point who can closely follow up with the work with the selected individual consultant.
· Provide orientation and hand over required creteria prior to the assignment,
· Ensure that the comments/feedback given on the draft report are fully incorporated in the final submission.
· Facilitate payments for the individual consultant as per the agreed terms and conditions.
The review work will be undertaken from June 11 to July 9,2018 (for 21 working days). This timeframe will cover the complete review processes as of signing the paper work. .
5. Term and Mode of Payment
Interested consultants should submit their financial proposal against the scope of the work specified in this TOR indicating the rate for per day with adequate justification. The payment for the consultancy service will be carried out up on completion of the work as per the organization finical procedures.
6. Minimum Requirements
The individulal consultant is required to manage integrated processes to integrate related transaction services in an effective service platform. Identify issues impacting consistent service delivery, recommend remedial solutions; Anticipate client requirements and ensure alignment of services to meet client needs. Deliverables are the consistent provision of quality service sustained through different operational and environmental conditions/demands. Apply subject specialized conceptual knowledge under supervision in support of project development/delivery. Ability to produce deliverables with minimal supervision.
7. Required Qualification and Experiences
· 5+ years in related consultancy work experience in the national context with a Master’s degree in Mathematics or equivalent combination of relevant education and experience
· Proven orientation in the National Minimum Learning Competency and Curriculum for Mathematics(grade1-4).
