PROGRAM BACKGROUND:
The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster.
IRC has been working in Ethiopia since 1999 and is implementing integrated, community-managed programs aimed at improving the quality of lives and recover of livelihood of disaster-affected population’s through promoting individual participation, strengthening institutions and emergency response. Currently IRC is operating in the Benishangule, Tigray, SNNPR, Oromia, Gambella and Somali regions on Emergency Response, refugees’ assistance and livelihood projects.
Scope of the position:
Under the direct supervision of Health Manager/Mobile Health & Nutrition Specialist, the Emergency Health Officer is responsible to carry and coordinate the Access to Essential Lifesaving Primary Health and Nutrition Care project implemented in Oromia region and SNNP targeted woredas affected by conflict through Mobile Health and Nutrition Team (MHNT) implementation. The position will monitor, supervise and couch the MHNT and respective health facilities in the project sites. He/she will work with the IRC Health team and other officers within the field office and woreda health office to enhance their participation and involvement in prevention, awareness creation and capacity building of woreda based government health staffs.
Length of Employment - until January 31, 2019.
Duties and Responsibilities:
§ Support the MHNT in mobilization of communities and capacity building interventions with key Health messages.
§ Facilitate and Participate in and carry out needs assessment for Health capacity building interventions.
§ Provide different trainings and workshops as per the plan
§ Facilitate involvement of larger community in management of Health, Education issues through the representative structures at the community level such as the Health Committees, Parent Teacher Associations/ Centre Management Committees
§ Support woreda health office in strengthening surveillance system implemented at facility and community based and initiate response while health emergency happened.
§ Support woreda based MHNT and provide technical support.
§ Ensure integration of child protection, and child safeguarding principles in all project activities
§ Provide support in developing and implement a Community Based Communication Strategy
§ Work closely with other sectoral staffs to ensure integrated approach in programme implementation in his/her woredas.
§ Represent IRC and participate in woreda and zonal coordination meetings
§ Write monthly/quarterly/annual reports about the programme’s Emergency health activities as necessary and submit to his/her supervisor for MHNT
§ Monitor the implementation of the project as per the plan and analyze the data and take action on the spot.
§ Conduct all activities planned under the EHF supported Access to Essential Lifesaving Primary Health and Nutrition Care project.
§ Any other task assigned by his/her supervisorQualification/Experience:
§ BSc Degree or Diploma in Health fields such as Public health, nursing, midwifery or related fields.
§ Minimum experience of 4 years for BSc Degree and 6 years for Diploma holders.
§ Demonstrable experience in working with communities, and knowledge of participatory approaches.
§ Committed and strong attitude towards community empowerment.
§ Strong inter-personal skills with a proven ability to lead a team under difficult conditions.
§ Basic knowledge of Health activities.
§ Skill on computer MS word, MS power point and MS excel is must.
§ Good understanding of the local cultural context.
§ Local language is advantages.
