INTRODUCTION
Save the Children has a small global advocacy office in Addis Ababa (alongside offices in Brussels, Geneva and New York) that is registered with the Ministry of Foreign Affairs under the name of “Pan African Office”. The office has responsibility for (i) engaging with international and regional institutions such as the African Union Commission and the United Nations Economic Commission for Africa, and (ii) providing support to Save the Children programmes across the African continent. The office also hosts a number of technical advisors who are focused on a full sub-Saharan Africa portfolio.

BACKGROUND
African Children’s Charter Project (ACCP), funded by the Swedish International Development Cooperation Agency (Sida), has started in 2011 to support the mandate and activities of the African Committee of Experts on the Rights and Welfare of the Child (ACERWC). The first phase of the project was finalized in 2017 with a three years’’ bridging period. The second phase of the Project, which will run from 2010 to 2018, has now been launched. The objectives of the Project are:
The project has been developed and implemented jointly by a consortium of civil society organizations (CSOs) working on children’s rights in Africa, Save the Children International (SCI) being one of them. As part of implementing activities, SCI, AU Liaison and Pan Africa Office would like to recruit a communication officer who will be seconded to work for the Secretariat of the ACERWC based in Addis Ababa.
MAIN DUTIES AND RESPONSIBILITIES
· Support the development and implementation of the digital communication component of the ACERWC Communication Strategy towards the promotion of the African Charter on the Rights and Welfare of the Child (ACRWC) and the activities of the African Committee of Experts on the Rights and Welfare of the Child (ACERWC);
· Conceptualize, design video and animated products (short and long) for social media platforms
· Filming and editing short promotional videos
· Video coverage and Livestreaming of ACERWC Sessions and events
· Manage ACERWC's Online platforms and ensure permanent interaction with online audiences
· Update communication monitoring and assist with events communication;
· Assist with marketing and branding through technological platforms, particularly social media;
· Regularly update and upload all content on activities to the website of the ACERWC including related information from other AUC departments’ programs;
· Create graphics, videos, tweets, and Facebook posts, and all other digital content to convert complex research and initiatives into short, compelling, memorable ideas;
· Link up with partners and other organizations working on child rights and creating discussion forums;
· Track the implementation of the ACERWC Digital Communication Strategy;
· Identify emerging digital channels that ACERWC can utilize to reach its objectives more effectively.
EXPECTED OUTPUTS
The main expected outputs will be:
· Increased public visibility of the ACERWC and the ACRWC to ensure that activities, initiatives, projects and messages on child rights protection are shared and communicated widely among various stakeholders. This will be measured by the number of daily visitors of the ACERWC website, the number of subscribers of the website, the number of likes, re-tweets and shares of activities shared on social media, the number of views of videos in the ACERWC YouTube channel, the number of posts on all medias per week and similar measures of success.

QUALIFICATIONS / REQUIREMENTS
· A bachelor's degree or equivalent in Digital Media, Multimedia and Advertising, Graphic Designing, Website Management or other related discipline;
· Excellent skills and demonstrated experience in using graphic designing softwares (Adobe Indesign, Ilustrator, Photoshop,) and film making softwares (Pinnacle Studio, AVS Video Editor, Adobe Premiere Pro, Final Cut Pro, Movie 11.)
· Experience in developing, launching and evaluating social media campaigns
· At least three (3) years of post-qualification, increasingly responsible work experience in digital communication, writing and content creation;
· Relevant experience working with the African Union
· Relevant experience working on child rights issues in Africa
· Excellent computer skills: experience with digital communications strategy, including social media, email, website management and ability to make promotional videos;
· Relevant exposure to the work of the ACERWC and the African Human Rights System.
· Creative and must be able to think of new approaches to communicating ideas to various audiences
· Experience working in a fast-paced and team-oriented environment;
· The ability to work quickly to tight deadlines under pressure; and
· Passionate about child rights protection.
CONDITIONS OF SERVICE
· The Communication Officer will be based at the Secretariat of the ACERWC in Addis Ababa, Headquarters of the AUC and work under the supervision and guidance of the Secretary of the ACERWC.
LANGUAGE REQUIREMENT
· Proficiency in one of the African Union working languages. Knowledge of the other working language will be an added advantage (preferably French)
