TERMS OF REFERENCE TO DEVELOP CONTEXT SPECIFIC COMMUNITY CONVERSATION AND POSTIVE PARENTING SKILL TRAINING MANUAL
The goal of child protection is to promote, protect and fulfill children’s rights to protection from abuse, neglect, exploitation and violence as expressed in the 1989 UN Convention on the Rights of the Child (UNCRC) and other human rights, humanitarian and refugee treaties and conventions, as well as in national laws. Child protection is a key priority for Save the Children in development and humanitarian contexts. Globally, Save the Children is the lead agency in child protection.
In Ethiopia, under the child protection program, Save the Children is focusing on four sub themes Appropriate care, Protection of children against violence (including harmful traditional practices), children and harmful work and child protection systems to respond to the protection concerns of children. It is engaged in the prevention and protection of children from abuse, violence and exploitation. It works very closely with other sectors such as education, health and livelihoods.
Child abuse, violence, neglect and exploitation are some of the human right violation facing the children of Ethiopia. Children experience violence in the home, school and other institutions as well as community perpetrated by their own caregivers and/or extended family. Many children drop out of school because of the protection issues they face at different levels. Many young girls die/or encounter health related complications because of early marriage, FGM and other harmful practices they experience in their daily life.
Save the Children, has designed and implemented various programs to address the protection concerns that children are facing in Ethiopia. Its work involves prevention of violence against children, response when a child requires protection and support and strengthening of the national/local child protection system. Its prevention work includes creating awareness at different levels, promoting positive disciplining techniques, empowering children and other community groups, and transforming negative social norms. It response work involves assessing girls' and boys' needs and develop response plan, facilitating family reunification or alternative safe care arrangements reintegration, ensuring children’s access to psychosocial and legal services. Strengthening community based child protection mechanisms and strengthening coordination, collaboration and referral for services at local and national level are main works in strengthening national/local level child protection system.
Currently, Save the Children is implementing a project entitled ‘Promote the Survival and Development of Children in South Omo Zone of Ethiopia’ with funding from Save the Children Italy to address the protection concerns that children and women/girls experience in SNNPR, South Omo zone, Hamer, Dassenech and Nyangatom wordas .
Promote the Survival and Development of Children in South Omo Zone of Ethiopia project aims to respond to the multi-faced needs of children/women/girls in three woredas of South Omo Zone affecting their survival and development. Save the children has been implementing the project since January 2015. The project uses strategies like capacity building, partnership, community participation and awareness raising to improve children, parents/care providers and community members access to services, empower community members and strengthen child protection systems. It integrates child protection, education and health intervention to holistically address the challenges and protection concerns (including early marriage, FGM, Mingi, limited access to education, whipping, and access to maternal and new born health services) that children experience in the community. It aims to ensure the quality and efficiency of health, education and protection services through building the capacity of the mandated government sectors and strengthening the coordination and referral mechanisms.
Project overall objective:
Ø By the end of 2018, community and government will have strengthened capacity to prevent and respond to harmful traditional practices (HTPs) and improve child care giving practices, in Hammer, Dassenech and Nyangatom Districts in South Omo zone.
Project specific Objective
Ø Improved access to Early Childhood Care and Development (ECCD), health and protection services for mingi declared children, adolescent boys and girls, pregnant women as well as other children living in risky situation and affected by HTP in Hammer, Dassenech and Nyangatom Districts of South Omo zone
Ø Enhanced empowerment of children, parents/care providers and community members to prevent and respond to HTPs and improve child care giving practices in targeted areas of Hammer, Dassenech and Nyangatom Districts of South Omo zone
Ø Strengthened systems and policy enforcement for prevention and response against HTP in Hammer, Dassenech and Nyangatom Districts of South Omo zone
Target Groups
Ø ‘Mingi’ declared children, adolescent boys and girls, pregnant women as well as other children living in risky situation and affected by HTP in Hammer, Dassenech and Nyangatom Districts of South Omo zone.
Result
Ø Mingi declared children, adolescent boys and girls, pregnant women as well as other children living in risky situation and affected by HTP are rehabilitated and socially integrated
Ø Target children in South Omo Region enrolled and retained in ECCD centers enhancing child care and development
Ø Strengthened capacities of health facilities at targeted districts of South Omo
Ø 10,000 Community members including boys and girls, parents, community leaders got knowledge on HTP, SRH, maternal and new born child health and enabled to contribute to the protection, survival and development of children in targeted areas of South Omo
Ø Community and school based child protection structures including anti HTP clubs established and capacitated to identify report and monitor child protection concerns in South Omo Zone
Ø Enforcement of anti HTP laws and reform in customary laws to integrate HTP issues initiated in South Omo zone
Ø Improved multi sectoral coordination for the prevention, monitoring and response against HTP, among government and non-government duty bearers including the health, education, police, justice and psychosocial service providers, community based organizations and CPCs
3.1 Purpose of the consultancy
Save the Children has been implementing ‘promote Survival and Development of Children in South Omo Zone’ project since January 2015. The project has been undertaking various awareness raising activities to bring about positive attitude, behavior and practice change on social cultural practices affecting the lives of children. These negative social cultural practices include early marriage, female genital mutilation, Mingi, abduction, whipping of girls and not sending girls to school. Apart from that parents/care providers utilize poor parenting techniques to properly up bring their children.
The project has been using different community conversation and positive parenting skill training manuals to train and aware volunteers and community members on the negative effects of harmful socio cultural practices and bring about the desired practice change in the community. However, the internal evaluation assessment conducted by Save the Children reviled that there is a need to develop and use context specific positive parenting skill and community conversation manual. Therefore, the purpose of this consultancy is to develop two context specific Community Conversation and Positive parenting skill training manual that can fit to the context and living standards of Hamar, Dassenech and Nyangatom communities in South Omo Zone
3.2 Objective of the consultancy
Ø To identify the gaps and strength in the existing CC and positive parenting skill training manuals used by the project
Ø To develop/adopt context specific positive parenting skill training and community conversation manuals (the manuals are separate manuals)
Ø To train Save the Children and partner staffs based on the newly developed training manuals
Ø To develop monitoring tools that can help to track the progress and change in the behavior, attitude and practice of the community
The consultant is expected to undertake the following tasks
Ø Review existing community conversation and positive parenting skill training manuals
Ø Conduct assessment to identify the gaps and strength in existing positive parenting skill training and community conversation manuals
Ø Conduct discussion with field based staffs to understand the situation on the ground
Ø Conduct field visit and consult communities in Hamer, Dassenech and Nyagngatom woredas to assist development of context specific manuals
Ø Identify the topics/issues/strategies that can be adopted for the existing manuals and new topics/issues/ strategies that should be included to bring the desired behavior, attitude and practice changes for proper up bringing of children.
Ø Prepare a draft community conversation and positive parenting skill training manual that also includes monitoring tools in consultation with the field team and relevant stakeholders
Ø Pretest the draft manuals and revise based on the findings
Ø Conduct training to relevant staffs based on the newly developed training manual
The following deliverables or output is expected from the evaluation team
· Brief report on the existing gaps and strength in existing positive parenting skills and community conversation manuals
· Presentation on the assessment findings for relevant staffs
· Draft community conversation and positive parenting skill manual that also includes monitoring tools
· Final community conversation and positive parenting training manual that incorporate the input provided by relevant staffs
· Train relevant staffs and stakeholders on the community conversation and positive parenting using the newly developed training manual and prepare a training report.
The time allotted to complete the constancy work is two months. The task will be performed as per the below time frame.

The manual will be developed by hiring external consultant. The consultant should have the following qualification.
Ø Proven experience in facilitating community conversation and positive parenting skill trainings
Ø Extended knowledge and experience in the area of child protection
Ø BA/MA in relevant field (sociology, community development, social work etc)
Ø Eight to fifteen years work experience in similar assignments
Ø Good knowledge about the South Omo region specifically Hamar, Dassesnch and Nyagatom woredas will be an addition asset
Save the Children
· Hold meeting with the consultant to clarify the task further and exchange ideas on the overall process and flow of the work
· Facilitate agreement signing
· Organize induction on child safeguarding and the project
· Avail previously used community conversation and parenting manuals to be reviewed
· Facilitate field visits
· Provide timely feedback on the draft manual
· Facilitate payment/provide budget code to cover field travel and other related costs
The consultant
· Conduct field visits
· Review relevant documents before developing the positive parenting skill and community conversation manuals
· Conduct field visit and present the findings of the field visit to relevant staffs
· Develop community conversation and positive parenting skill training manual that aslo includes monitoring tools
· Should complete the task within days after the signing of agreement
· Work closely with the child protection and project staffs
· Should be available during office hours and should work from the office
Total budget allocated: Euro 3,172.74 which is around Birr 87,455.00
· Upon signing of the agreement, the amount of 40% of the total contracted amount, which makes gross Birr 34,982.00 (Inclusive of TAX).
· Upon submission of the first draft , the amount of 30% of the total contracted amount which makes gross Birr 26236.00 (Inclusive of TAX)
· Upon the successful completion of work, the amount of 30% of the total contracted amount which makes gross Birr 26236.00 (Inclusive of Government TAX)
The manual will be developed by hiring external consultant. The consultant should have the following qualification.
