ROLE PURPOSE:
The Senior Program Development Manager will work to identify and track donor opportunities, facilitate donor engagement, assist in the development of fundraising strategies and coordinate, facilitate, lead and play significant role in writing up high quality winning proposals for large and strategic funding opportunities. The position requires innovative thinking and creativity to package our program strategies in ways that attract the right donor support and grow out our portfolio. He/ She will write sections of proposals that speak about our overall capabilities while coordinating the input of technical advisors, Operations, Finance and Members’ in proposals, concept notes and budgets. As such, he/she will be responsible to pull together the inputs of different individuals and come up with coherent, analytical and logically sound proposal documents that meet both the donors and SC’s requirements. Many of the conversations on program development with donors involve a review or update around current Save the Children projects as well as discussions about new opportunities. Thus, the Senior Program Development Manager will be expected to be closely informed about the progress of all major institutional awards and able to speak to results in proposal documents and concept notes.
SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:
Donor research and relationship building
· Provide regular updates to the Program Development Director AND Director of Program Development and Quality (PDQ), on the status of funding portfolio and key trends to monitor
· Track upcoming opportunities and donor engagement. Identify, research, and disseminate information on new funding opportunities from bilateral, multi-lateral, and other institutional donors. Use creative approaches to link programme aspirations to donor priorities, while also effectively influencing the strategies of donors
· Cultivate relationships with external stakeholders and potential partners for large scale or strategic funding opportunities, either as prime or sub-recipient
· Conduct research and intelligence gathering on donors and draft summaries
· Represent SCI in meetings, working groups, clusters, task forces, as needed
· Build and maintain donor pipeline of funding opportunities and potential income
Proposal development
· Directly manage the development of high-value or complex proposals or bids, building on global, regional and national expertise, and ensuring the highest quality product. Ensure proper internal review/quality control processes
· Drive interdepartmental coordination for Programme and proposals development. Ensure that proposals are developed in coordination and consultation with technical advisors’, the finance team, operations and Members
· Draft key sections of proposals that are standard inputs – e.g. capability statements; country context and Programme experience, while drawing on our capabilities and expertise
· Takes responsibility for pulling together the inputs of various sections/individuals and production of coherent and high quality proposals when needed
· Manage action plans for pre-solicitation proposal preparations and bid planning including: partnership building, bid strategy and development of win-themes
· Produce proposal development schedules and track timelines, ensuring and facilitating coordination amongst teams – PDQ, Programme Operations, Finance, and Members.
· Conduct detailed quality review of narrative, budget, log frame and annexes for technical and operational soundness and compliance with donor and agency requirements
· Supervise development of funding proposals coordinated by the program development specialist. Ensure proposal quality before submission to SMT, Member review and Donors
· Ensure that proposals are developed based on reliable and relevant data and information including needs assessment gathered from field offices. As needed ensure that such information/data are gathered proactively by working closely with relevant PDQ and Operation teams.
· Work closely with field and Country Office-based Finance and Awards teams to ensure that staffing ratios and all overhead costs related to proposal development are adequately covered through the use of response master budgeting
· Communicate with relevant SC Member contacts to review and approve concept notes and proposals
· Assist the Director of Program Development in regularly communicating and training on program design processes and requirements
· Ensure the design and development of child-focused programs of a high quality that contribute to the Country Office’s strategies and plans.
Documentation and learning
· Develop capacity statements on SC’s experience in specific sectors and sub-sectors to support positioning for future funding
· Capture and document learning from ongoing projects to be applied to project design
· Ensure that all documents are properly filed within the award management system and country office shared drives. Secure all needed approvals prior to submission. This include ensuring documents are posted on AMS as applicable, maintaining proposal libraries, documenting lessons learned, etc
· Ensure that data is accessible to review pipeline and for SMT presentation through Director of PDU or PDQ
· Hold meetings with Awards Management staff to ensure that successful proposals are handed over and all lessons learned during proposal development stage are shared
· Maintain up-to-date knowledge of relevant government (ChSA), member and donor guidelines and ensure their compliance in proposal development
Staff Management, Mentorship and Development
· Oversee Programme Development Specialists to develop high quality, gender sensitive and innovative proposals
· Coach Programme Development Specialists to write competitive and compliant commercial and technical proposals
· Support the Director of Program Development to develop and carry out training for field staff and Addis staff on their respective roles in proposal development
· Manage the performance of the program development specialist through the Performance Management System
· Ensure the recruitment, training and promotion of staff as appropriate and ensure the availability of appropriate professional development opportunities of staff
