Amref Health Africa is an African-led international health development organization headquartered in Nairobi, Kenya. Founded in 1957 as the Flying Doctors of East Africa to bring critical health services to remote communities, Amref Health Africa envision to bringing lasting health change for Africain more than 30 countries across the continent. With a focus on women and children, the organization strives to overcome the most critical health challenges facing the continent: maternal and child health, HIV & TB, malaria, water and sanitation and health systems strengthening. Amref Health Africa in Ethiopia has been working in Ethiopia since 2002 in close collaboration with the Federal Ministry of Health implementing a range of projects in maternal, neonatal and child health, reproductive health, health systems strengthening, health workforce development, water and sanitation, HIV/AIDS and non-communicable diseases across the country, supported by a wide range of multilateral and bilateral donors, corporates and foundations.
Amref Health Africa would like to recruit Cluster Coordinator based in Fik and Kebridehar and will report to Regional Manager.
PROJECT SUMMARY:
Amref Health Africa with its sub partners, Project Hope, IntraHealth International, and General Electric (GE) implements the USAID Transform: Health in Developing Regions project. The overall goal of the project is to reduce morbidity and mortality among mothers and under five children in Afar, Benishangul-Gumuz, Gambella and Somali regional states. The project aims to increase the utilization of quality, high impact, reproductive maternal neonatal and child health and family planning services and support the Government of Ethiopia’s overall progress in ending preventable child and maternal deaths.
POSITION SUMMARY:
The Cluster Coordinator assures that HDR activities are implemented in accordance with the organization’s mission, strategic objectives, and program approaches. He/She will be responsible to provide technical support on planning, coordination, implementation, monitoring and evaluation of RMNCH health activities, coordinate all project activities and oversee key support functions including logistics at the cluster level. The Cluster Coordinator oversee the day to day implementation of the project in collaboration and consultation with the Area Regional Manager. The Cluster Coordinator ensures effective utilization of resources, smooth running of systems and support to project staff whilst ensuring adherence to organizational policies, guidelines and procedures. He/she is responsible to serve as the primary liaison for the project at the cluster level; and establishing partnership with stakeholders.
Specific functions/responsibilities
Project coordination and communication
§ Works with ROs and CO staff to assess and identify technical assistance needs with regard to technical skills, supervision support, etc. for new and ongoing programs/projects;
§ Coordinates and ensures implementation of recommendations given by RO and CO Technical, Program, M&E, Finance and Administration units and ensure findings and reports from staff are communicated and shared with respective units;
§ In consultation with the Regional Manager and cluster level staff, updates the monthly plan of action and distribute to staff in the cluster office, and coordinate monthly activities and work plans within the cluster office;
§ Analyzes content of all field reports to improve program strategy and implementation; provides input to the regional office and feedback to cluster staff;
§ Conduct monthly program and technical staff meeting; Ensure action items are followed up and share information with Regional Office;
§ Communicates with staffs under supervision on all major reporting requirements for HDR project activities. Works with all staff to ensure timely reporting RO and CO.
§ Communicates and coordinates activities frequently with Reginal Manager to ensure smooth implementation of planned activities
with relevant stakeholders in the area; participates in relevant TWG at cluster level; represents Transform-HDR at relevant technical & managerial meetings.
· Promotes partnerships and networking among zonal and woreda stakeholders, including CBOS, FBOs and NGOs
· Provide technical assistance to the Woreda Health Office; facilities and communities through engaging on RMNCH program intervention
· Directly support the implementation of RMNCH programs to improve RMNCH services in the all facilities under the cluster catchment
· Engage in and coordinate the capacity building efforts like trainings for facility staffs, health workers and HEWs on high impact and quality RMNCH services
· Participate in the development of Woreda operational plans for RMNCH programs and support the RMNCH team in executing the annual plans
· Support the implementation of child and nutrition strategies established by the project through technical support for field staff.
· Works closely with organizations implementing RMNCH projects to collaborate
· Assess RMNCH related training needs for health-providers and organize trainings in close collaboration with the regional managers. S/he will ensure trainings are conducted on time and within acceptable standards (trainers, venue, materials, schedule, etc.)
· Coordinate and conduct regular field visits to provide post training follow up
· Coordinate and conduct integrated/joint supportive supervision to HC and HP and document findings and recommendations of field visits for follow-up action
· Identify areas of best practices and success stories and collaborate with RM and communication team to produce the practice report and stories.

· Performs other functions assigned by the project within the areas of expertise.
Administration and Logistics Management
§ Oversees all Administrative and General Services, safety and security of premises, office administration, work place ethics and office space allocation, utilities and insurances, leases and maintenances.
§ Oversees all local procurements to ensure they are in line with USAID and Amref Health Africa procurement procedures and guidelines.
§ Ensures proper property management and store systems are in place at regional office level and ensures properties are secured from any risks.
§ Ensures the assignment and management of vehicles and transportation are in line with Amref Health Africa policies and procedures.
§ Oversees the selection of suppliers, car rentals, travel agency, etc. where necessary
§ Ensures adequate logistics for the successful implementation of the project.
§ Manages, supervises, leads, guides and supports the cluster staffs under direct reports
§ Completes performance planning, monitoring, and annual performance appraisals of direct reports, as well as his/her own. Provide performance input for other non direct reports when requested
§ In consultation with the Regionald Manager, Technical and Program Directors, and HR Managers, ensures the development of key techncial/managerial skills of direct reports to increase their capacity to better undertake their work and assume larger responsibilities.
§ Participate in staff recruitment, transfer and orientation, and recommends disciplinary measures if necessary to HR manager and Program Director.
MINIMUM EDUCATION AND EXPERIENCE REQUIRED:
· BSC degree in health.
· At least 5 years relevant experience.
· Knowledge of MNCH/FP programs. .
· Experience in capacity building (programmatic and technical)
· Experience in organizing standard maternal and child health trainings
· Has received training in Maternal and child health, e.g. BEmONC, FP, ICCM, CBNC, IMNCI, etc.
· Experience in working in the developing regional states
· Knowledge of local language is an advantage.
· Excellent communication and interpersonal skills including influencing, negotiation cultural awareness and ability to work well in a multi-cultural environment
· Ability to manage demanding workload
· Excellent spoken and written English
· Good computer skills (particularly Excel, Word and database)
· Ability to meet deadline without compromising quality
· Ability to work under pressure, multi-task, accept challenges, take initiative and solve problems.
· Ability to work in harsh circumstances
