In Ethiopia, CRS has a long and rich history of providing emergency relief and development assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs. The current CRS/Ethiopia budget stands at around $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.
Consultancy Service for field data collection of Annual Beneficiary Based Survey
CRS Ethiopia seeking consultancy service to conduct the filed level data collection of Annual Beneficiary Based Survey for DFSA (Development Food Security Activity) program.
The Development Food Security Activity (DFSA) is a United States Agency for International Development (USAID) Office of Food for Peace (FFP) supported initiative to sustain and build upon the previous food security improvements achieved under the Government of Ethiopia’s (GoE) framework of the Productive Safety Net Program (PSNP). PSNP IV is the most recent iteration and has expanded from its traditional emphasis on food and cash transfers for work and maternal, child health and nutrition (MCHN), to now include Gender, Youth, and Economic Livelihoods.
DFSA is a program designed with the broad goal of improving and sustaining Food, Nutrition and Livelihoods Security of Households and Communities. The following results framework presents the result results aimed to be achieved by the DFSA

Through the DFSA, CRS and its local implementing partners (IPs) implement the full range of PSNP IV activities targeting 240,625 PSNP clients in nine woredas in Oromia Regional State (East Hararghe, Arsi, and West Arsi Zones) and Dire Dawa Administrative Unit (see table 1 for the target Woredas and implementing partners). The implementing partners include HCS and MCS. In addition, the project is supported by two technical assistance partners including CCL and Mercy Corps. The project period is September 2016 to September 2021 with a USAID/FFP funding of $95.8 and a CRS Cost Share of $9.7 Million. The DFSA places emphasis on building local government capacity across all program elements, support GoE in the new Livelihoods component, and more investment in thematic areas such as Gender and Youth that are highlighted in the PSNP IV Program Implementation Manual (PIM).
As part of the M&E plan, CRS planned to conduct the annual Beneficiary based sample survey which will be conducted annually during May-June. The annual beneficiary-based survey sample will be drawn from the full list of ELRP/DFSA program beneficiaries.
CRS Ethiopia seeking consultancy service to conduct the filed level data collection as detailed in the terms of reference.
The specific objectives of the annual beneficiary survey are
a) To establish the progress towards realization of DFSA’s intended outcomes in line with the IPTT indicators and the Theory of Change.
b) To collect and report on DFSA beneficiary’s knowledge and practice regarding different program interventions,
c) To understand the perception of DFSA beneficiaries on different project interventions.
d) To identify learning that can be scaled within the project
The annual survey will also provide some insights to the program managers on how different interventions are working in the field and what is not working. This will give managers information and opportunity to make course corrections to improve chances of realizing project impacts.The annual survey data collection/field work will be carried out during July and August in2018. This timing will allow the annual beneficiary survey estimates to contribute to the in the Annual Results Report (ARR) due to FFP 1st Monday of every November.
b. Geographical Scope of The Survey
The study will focus on DFSA implementation woredas including both PSNP and non-PSNP kebeles. Purpose one, purpose two and Sub Purpose cross-cutting data collection will be conducted in 192 PSNP kebeles. Purpose two data collection will be conducted in 192 PNSP kebeles plus 70 non-PSNP kebeles. The focus will be on clients that received intervention from the project inception between September 2017 and June 2018. Table 1 shows the list of kebeles from which clients received the various DFSA interventions.

c. Survey population of beneficiaries
The survey beneficiaries for Purpose 1, Purpose 2 and SPX are primarily PSNP clients in Oromia and Dire Dawa regions of Ethiopia. Table below 2 shows a brief description of direct beneficiaries per purpose.

3. Time frame of the assignment
The consulting firm is specifically responsible supervise the overall field level data collection and management. The beneficiary households quantitative annual sample survey filed data collection shall be undertaken between July 15th and August 30th 2018.
4. Tasks and Deliverables
The firm will be responsible for the following tasks and deliverables in the conduct of the survey.

1. Consultant qualifications and experience
The survey firm should propose a list of personnel to handle the survey. At minimum, the staff should meet the following requirements. In addition, the survey firm should outline the roles and responsibilities of each position in conducting the survey.

CRS Ethiopia will make logistical arrangements and be responsible for ensuring support from CRS and partners for the duration of the contract period.
