1. Background

Reading for Ethiopia’s Achievement Developed Community Outreach (READ CO) is a four-year (2015 to 2018) activity funded by USAID, under the leadership of Ethiopia’s Ministry of Education. Save the Children Federation, Incorporated (SCI) and its local, sub-partners (Amhara Development Association, Adult and Non-Formal Education Association of Ethiopia, Tigray Development Association and Organization for Welfare and Development in Action) are implementing the activity. READ CO operates in five regions: Amhara, Oromia, SNNPR, Tigray and Somali. Its goal is to strengthen community outreach resulting in improved reading and writing skills of primary school children (grades 1 to 8). READ CO has adopted the following three Intermediate Results (IRs) to measure achievement towards this goal:
IR 1: Access to supplementary reading materials in vernacular languages increased
IR 2: Opportunities for children to practice reading and writing created
IR 3: Parental and community engagement to support learning to read strengthened
READ CO IRs are aligned with the READ Sub-Intermediate Results framework for Ethiopia, which include reading materials development, training, capacity building, support to community involvement, and monitoring and evaluation inputs. READ CO, in partnership with the Ministry of Education (MOE) and Regional State Education Bureaus (RSEBs), is supporting 2,488 schools across the five target regions. The medium of instruction in each of these target schools is one of the seven READ-supported mother tongue (i.e., first) languages spoken in the targeted regions. READ CO will extend its regional capacity-building activities to include the remaining four regions and two city administrations of Ethiopia.
The READ CO community outreach model designed to be rolled out nationally and integrated with
existing MOE and RSEB structures and leadership. The model contributes to intermediate results
through the following strategies and implementation mechanisms:
· Enhancing the literacy environment by making more supplementary mother tongue reading materials available to primary grade learners (grades 1 to 8). These materials are available to teachers, children, volunteers and parents through early grade school and community based reading interventions/spaces.
· Promoting the establishment of school-based reading and writing clubs for diverse learners with local language storybooks and other supplementary materials aligned to the new mother tongue curriculum.
· Creating opportunities for children to practice reading and writing inside and outside of school through school and community based reading interventions/spaces.
· Raising community and parental awareness on the importance of literacy, how children learn to read, and concrete daily actions that literate and non-literate parents and community members can take to support reading for a range of learners.
· Promoting community and school participation in School Improvement Plan (SIP) development focusing on activities most needed to support reading.
The READ CO capacity building approach guides national and regional decision-making processes,
emphasizing the integration of evidence-based elements of an enabling, literacy environment at school, home, and within the surrounding community.
The overarching goal of READ CO therefore is to establish a cost-effective, scalable and sustainable model of community outreach activities and strategies to support reading achievement across Ethiopia while at the same time providing immediate and direct early grade reading support to students in the target schools.
Therefore, Save the Children/READ CO would like to hire a competent consultant(s) to systematically document a video case story to draw lessons from the project implementation and its impact on the target population and wider communities.
