Objectives: The main purpose of the Emergency Program Officer is to help the emergency unit manage its current emergency response. The person will be involved in assessments, developing proposals, monitoring project progress and supporting technical advisors. This person will work with the unit to ensure that the project is successfully implemented according to approved donor and government agreements.
Duties and Responsibilities:
Planning and implementation:
§ In collaboration with relevant sector advisors and emergency team carry out assessment to identify needs and appropriate interventions.
§ Assist in proposal writing and preparation
§ Work with technical advisors and field teams to ensure projects are being run according to plan and donor requirements.
§ Conduct field visit to monitor projects
§ Participate in the design, review and updating of FO Detailed Implementation Plans and field activities for assigned mergency project
§ Work with the gender Advisor in the team to mainstream gender inall emergency projects and program outpurs
Coordination and Networking:
§ Attend relevant cluster and government meeting and share feedback;
§ Prepare government agreement papers, ensuring the appropriate formats are followed
§ Work with government offices to ensure project agreements are singed in due time
§ Facilitate stakeholder monitoring and evaluation as deemed necessary
§ Establish and maintain smooth partnership with government and other stakeholders
Reporting:
§ Review , compile periodic ( monthly and quarter progress ) reports to ensure deadline of submission
§ Help to ensure that FOs submit quality donor and government reports in a timely manner.
Learning:
§ Keeps up to date with developments in the sector, including best practice examples in-country and internationally, and ensure ongoing personal development and learning;
§ Ensures the communication and documentation of learned concepts within the organization, with partners and other stakeholders.
§ Ensures the documentation and dissemination of best practices to stake holders
§ Work with the LDM manager to documents best practices, lessons learned and challenges
Qualifications (Know How)
A) Education/Training
Required:
§ BSc / BA degree in rural development and other related social sciences field of studies
B) Work experience
§ A minimum of 3 years for MSc degree and 4 years BSc degree, with strong experience in different projects, strong partnership and representation skill, budget preparation knowledge and experience, ability to work under immense stress.
Desired:
§ Field experience at grass root level.
C) Technical Skills
§ Communication skill;
§ Proficiency in English, both verbal and written
§ Able to represent CARE at different levels and have good report writing skills
§ Computer proficiency;
