A) About FSSP Ethiopia, WUSC
The Field Support Services Project (FSSP) Ethiopia is established to provide timely and cost effective, efficient logistical, financial and administrative support services as well as technical specialist support services to Global Affairs Canada’s (GAC) programming and policy dialogues in Ethiopia. The FSSP in Ethiopia is managed through the World University Service of Canada (WUSC).
The aim of Canada’s bi-lateral development program in Ethiopia is to manage Canada’s resources effectively with accountability to achieve meaningful, sustainable results that are in line with Ethiopia’s Growth and Transformation Plan. In order to facilitate Canada’s development programs and projects in Ethiopia, FSSP Ethiopia is recruiting qualified and reliable consultants described below to contribute to specific program areas.
Humanitarian Assistance Specialist
Background:
As a result of conflicts in neighbouring countries, Ethiopia hosts the fifth largest refugee population in the world. The majority of refugees are women and children who suffer from high rates of malnutrition, violence and sexual abuse. There are, in addition, internally displaced Ethiopians fleeing drought and ethnic conflict over land. Canada will continue to provide humanitarian assistance to meet the needs of refugees and internally displaced Ethiopians, ensuring access to impartial assistance, free from all forms of violence and coercion, including gender-based violence.
Ethiopia has actively worked to establish an enabling environment for positive transformation in gender relations. Achieving gender equality, empowering all women and girls, and the realization of their human rights is critical to the achievement of peace, prosperity, and sustainable development. Canada is committed to taking a feminist approach to its international assistance efforts, ensuring that gender equality is central to Canada’s development and humanitarian assistance efforts.
Objective
The services of a Humanitarian Assistance specialist are required to provide expert technical services in order to ensure the effective and efficient results-based, gender-sensitive management of Global Affairs Canada’s multilateral humanitarian assistance projects/programs in Ethiopia and Djibouti.
Scope of work / key activities
Activities of the specialist will include, but are not limited to, the following:
- Government and partner consultations with donors (updates, appeal launches, etc.);
- Joint donor meetings; and
- Government or partner-led joint donor field visits.

Time frame
The consultant will be available from August 2018 to March 2023.
Level of effort
