Position Title: BRE- HUMANITARIAN COORDINATOR
Location : Addis Ababa, with travel to the field

PROGRAM/ DEPARTMENT SUMMARY:
The Humanitarian Coordinator (HC) sits within the Disaster Risk Management (DRM) Unit and will support the DRM Coordinator by providing overall leadership, management and strategic vision to the implementation of the humanitarian aspects of the BRE program, to ensure that the program meets its targets and deliverables on-time and within budget.
The HC has a solid understanding of the humanitarian space, the challenges and constraints, processes for decision-making and financial flows and the broader political economy of aid; the HC also has a strong understanding of the importance of the resilience approach and solid resilience measurements. Based in Addis Ababa, he/she will work closely with the government, in particular with the National Disaster Risk Management Commission (NDRMC) to support improved humanitarian coordination and information sharing. Additionally, the HC will support NDRMC in guiding implementation of humanitarian responses that are accountable to community members and donors and have a resilience approach. This position requires key skills in humanitarian coordination, partnership building, external relations and information gathering and dissemination.
ESSENTIAL JOB COMPETENCIES:
· Lead planning and delivery of all components of the BRE program that focus on humanitarian coordination, including, but not limited to, coordination of humanitarian response managed by the government and partners, implementation of resilience approach in all response, development of results measurement framework
· Support NDRMC to ensure consistent quality and effectiveness of all humanitarian activities
· Support NDRMC in implementing resilience approaches to humanitarian response
· Support the development of resilience measurement tools that will be used to track impact of humanitarian response.
· Support the development of monitoring and evaluation tools to asses impact of the program, and impact of the overall humanitarian space.
· Support the NDRMC in development of implementation strategies
· Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
· Support the NDRMC to create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting
· Proactively identify and monitor any risks to non-delivery and mitigating actions
· Prepare progress and other required reports
· Support the government to ensure project activities are implemented and outputs achieved as planned and within the agreed budget and time, striving for Value for Money
· Support the development of a vision and strategy for the program shared with program team and key stakeholders.
· Play an active role in identifying and developing new initiatives that foster and/or improve strategic objectives of the program.
· Ensure compliance with donor and Mercy Corps’ regulations,
· Maintain systems to ensure, within the program, effective and transparent use of financial resources for timely and informative reporting in line with program, donor and Mercy Corps’ needs.
· Support representation to the NDRMC on behalf of the project.
· Represent the project at government, donor, NGO and other relevant events, in close coordination with the DRM Coordinator.
· Build and manage collaborative partnerships with consortium partners, local governments and other stakeholders.
· Communicate effectively to ensure overall project targets and donor obligations are met.
· Work closely with the country team’s security focal point to develop and maintain systems that promote the safety and security of all team members.
· Ensure compliance with security procedures and policies as determined by country leadership.
· Ensure that programs are designed and implemented with a clear analysis and understanding of security.
· Proactively ensure that team members operate in a secure environment and are aware of policies.
· MA/Sc or equivalent in development studies, humanitarian financing, economics or related field;
· Minimum five years’ mid to senior-level field leadership experience;
· Deep understanding and mastery of resilience approach, including resilience measurement and strategy for influence in this approach
· Demonstrated experience in humanitarian coordination at national level
· Demonstrated ability to maintain strong partnerships, particularly with government partners, towards an ambitious goal
· Effective verbal and written communication, multi-tasking, organizational, prioritization skills;
· Experience with DFID protocols preferred
· History of working effectively and respectfully with host country government, private sector, INGO and NGO partners in complex environments;
· A dynamic, “outside-the-box” attitude, with proven ability to think and act creatively in challenging environments;
