Position Title: BRE- EARLY WARNING ADVISOR

[Describe overview of job missioProgram / Department Summary:
The Early Warning Advisor (EWA) is a cross-cutting position which will provide guidance to the overall project in supporting the government to strengthen its early warning mechanisms, from information collection, analysis, dissemination to guiding decision-making processes at all administrative levels.
The EWA has a solid understanding of the current status of and national vision for the country’s early warning mechanisms, challenges and constraints, processes for analyses and data-driven decision-making; the EW Advisor also has a strong understanding of the importance of accurate and sufficient data and capacities for analysis and action in driving the resilience agenda. Based in Addis Ababa, he/she will work closely with the government, in particular with the National Disaster Risk Management Commission (NDRMC) and key agencies involved in humanitarian affairs, to support improved information sharing at all levels for decision-making. This position requires key skills in early warning information management, partnership building and external relations.
ESSENTIAL JOB COMPETENCIES:
· Lead planning and delivery of all components of the BRE program that focus on early warning, including, but not limited to: improved collection, analysis and dissemination of data; coordination of data provision with effective decision-making on appropriate humanitarian response; communications on importance of effective and sufficient utilization of data for making the right decisions, at the right time, by the right parties, for improved resilience; development of results measurement framework
· Coordinate with related government bodies, in particular the NDRMC and related line agencies involved in disaster risk reduction and humanitarian response, on issues related to developing or strengthening early warning mechanism and its uptake
· Support the development of monitoring and evaluation tools to asses impact of the program, and impact of the overall humanitarian space.
· Support the federal government in development of implementation strategies for improved early warning
· Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
· Support the federal government to create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting
· Proactively identify and monitor any risks to non-delivery and mitigating actions
· Prepare progress and other required reports
· Support the government to ensure project activities are implemented and outputs achieved as planned and within the agreed budget and time, striving for Value for Money
· Support the development of a vision and strategy for the program shared with program team and key stakeholders.
· Play an active role in identifying and developing new initiatives that foster and/or improve strategic objectives of the program.
· Ensure compliance with donor and Mercy Corps’ regulations,
· Maintain systems to ensure, within the program, effective and transparent use of financial resources for timely and informative reporting in line with program, donor and Mercy Corps’ needs.
· Support representation to all federal government bodies on behalf of the project.
· Represent the project at government, donor, NGO and other relevant events, in close coordination with the Team Leader.
· Build and manage collaborative partnerships with consortium partners, local governments and other stakeholders.
· Communicate effectively to ensure overall project targets and donor obligations are met.
· Work closely with the country team’s security focal point to develop and maintain systems that promote the safety and security of all team members.
· Ensure compliance with security procedures and policies as determined by country leadership.
· Ensure that programs are designed and implemented with a clear analysis and understanding of security.
· Proactively ensure that team members operate in a secure environment and are aware of policies.
· MA/Sc or equivalent in development studies, disaster risk management or related field;
· Demonstrated experience in strengthening early warning mechanisms, from information dissemination to analysis, dissemination and decision-making at all administrative levels
· Minimum three years’ mid to senior-level field leadership experience;
· Deep understanding and mastery of resilience approach, including resilience measurement and strategy for influence in this approach
· Demonstrated ability to maintain strong partnerships, particularly with government partners, towards an ambitious goal
· Effective verbal and written communication, multi-tasking, organizational, prioritization skills;
· Experience with DFID protocols preferred
· History of working effectively and respectfully with host country government, private sector, INGO and NGO partners in complex environments;
· A dynamic, “outside-the-box” attitude, with proven ability to think and act creatively in challenging environments;
