Job Summary
Under the overall coordination, close technical and managerial supervision of Semera Field Office, the WASH officer will be responsible primarily for leading, coordinating and providing technical backstopping and support to field-based Constructions and other Water, Sanitation and Hygiene activities for INSPIRE project in Afar region (and will ensure the efficient and timely implementation of constructions and other activities at Woreda and community levels.
S/he will maintain close liaison with Regional and Woreda level Water, PADO & Health sectors etc with water related issues. Assess and design water supply facilities to be constructed, prepare bill of quantities and specifications.
The Wash officer will also ensure timely consolidation and submission of periodic and regular reports and other deliverables from the field, woredas /satellite offices to Afar Responsible Mangers and addis based project staff

KEY DUTIES & RESPONSIBILITIES
· Set Strategies, devise work plans and implement activities in collaboration with the Water, Health and their representations at region and woreda levels;
· Ensure that activities being implemented are up to the standards of the regional government and comply with donor requirements;
· Participate in an assessment, prepare detail implementation plan (DIP) annually and oversee its implementation;
· Liaise and support the FO and/or other satellite office for effective and timely implementation of constructions and WASH Project activities planned under their respective working areas;
· Link and work with other Save the Children project/programs under his/her respective areas;
· Oversees overall construction of infrastructures and other WASH activities of the project,
· Plans & supervises WASH activities in collaboration with assigned project staff and partner staff,
· Provides technical inputs in the designing, implementation and M&E of developmental infrastructure activities
· Oversees all planning and implementation of infrastructure and WASH activities
· Reviews technical design documents for construction undertakings by the contractors and others
· Conduct technical evaluation and assist on financial and combined evaluations for service and work purchases (consultancy and construction tenders)
· Develop/adapt contract management tools and share with all project/program technical staff for use
· Coordinate and collects data from construction /WASH sites and compile progress reports
· Examines and coordinate payment requests for infrastructures/ WASH activities
· Initiate and organize technical supports relevant for proper implementation of project WASH and infrastructures
· Participate in the development of minimum standards for WASH and other constructions
· Ensure that activities related with water, sanitation, and hygiene is implemented according to the approved donor and government agreements.
· Asses and design the best and suitable way to construct and rehabilitate water supply schemes and sanitation facilities in consultation with project staffs and water sector staff and beneficiary community
· Coordinate WASH program implementation activities at the field (Full project cycle management.
· Organize and conducts WASH response training and capacity building program for project and counterpart staff with technical back ground through, monitoring and coaching in the area of community mobilization, implementation, and monitoring and coordinating evaluation exercise.
· Select appropriate sites for water supply construction and conduct water quality test based on SCI guideline.
· Lead the bid document preparation, bid analysis and contractors selection process for rehabilitation/maintenance and construction of schemes
· Select gender focused water committee members for each scheme and conduct trainings and continuous supports.
· Monitor and supervise day to day activities of construction and rehabilitation/maintenance works and take corrective measures if any
· Conduct capacity gaps assessment for community and government counterparts and organize capacity building training and support as per identified gaps and constraints
· Ensure your work plan relates closely to the regularly updated project work plan guiding the project implementation and progress towards completion.
· Prepare bi-weekly, monthly, quarterly and annual activity plans, action plans for assessments, monitoring, review and quarterly and annual project reports and plans.
· Undertake representation and advocacy with government partners and officials, primarily at the woreda level. In particular, ensure there is a system for networking and communication with local government partners, relevant line departments and community representations in the project area(s).
· Be fully aware of how far the project fulfils child rights in terms of SCI’s strategic and thematic plans. Ensure that Child Rights programming is effectively incorporated into all aspects of SCI’s work.
· Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.
· Participate and facilitate selection of beneficiaries for the programs.
· Record and monitor project activities and its process to facilitate learning, implementing monitoring and evaluation.
· Through field visits, provide technical advice and support to partners, ensure the community level data is collected, consolidated and reported on time, and are well integrated in the project activities.
· Perform other duties as assigned by the direct supervisor.
Representation and Communication
· Represents the project or SC at all relevant technical external task forces, working groups, seminars or other meetings/forums, which have been identified and approved by the project Manager at regional /woreda levels and use these meetings to negotiate strategic, and advocacy positions.
· Develops good relations with other NGOs, relevant Government Partners in at regional and woreda levels of Afar regional state
· Be fully aware of national policies, strategies, other initiatives, developments by government, and other stakeholders in the sector or thematic area cover.
