Terms of reference for Photo/Video Documentation of SCUK breakthrough project implemented by RATSON
1. Introduction
Save the Children has been implementing SCUK supported ICT based social accountability project commencing from 2016 in partnership with Ratson Women, Youth and Children Development Program. The project aims to pilot and test an innovative ICT based accountability system in order to improve quality early childhood and basic primary education for children by involving different Stakeholders (children, parents and educators) in transparency, access to information and accountability in education governance targeting 16 schools in Bushoftu town, Oromia region, Ada’a district.
The project has contributed to various achievements and changes by the Save the Children UK supported ICT based social accountability project and Save the Children International, together with Ratson and project stakeholders, has produced a draft participatory video, which documented good practices of the project for wider sharing and visibility to relevant internal and external stakeholders. Save the Children International Ethiopia is looking for an external consultant to capture 25 quality photograph in the intervention areas of Addis Ababa and Ada`a district, as well as capturing a 15minute video of Social Accountability, Child Rights Programming, Child Participation, Advocacy, Investment in Children and self-awareness.
In addition to this, Editing and finalizing a quality of 6-minute short video following the previous videos comments of stakeholders that requires subtitling in Amharic and English. Once the consultant has identified, S/he will be briefed the type of the work in a comprehensive manner and enter an agreement as per the terms of reference conditions and requirement.
2. Objective
The main objective of the assignment is to capture good practices of the ICT based social accountability experts as well as the major pillars of Child Rights Governance. More specifically:
- Capture a 6 minute video on the good practices of ICT project and subtitle in English,
- Capture a 15-minute video focusing on the major CRG pillars particularly General Measures of Implementation, Social Accountability, Advocacy and campaign, Child Participation, Child Rights Programming, UNCRC and Self-awareness.
- Capture 25 quality pictures in the intervention areas of Addis Ababa and Bushoftu as well as expected to subtitle the video in English .
- Prepare an album for 50-quality pictures album for 25 quality pictures documented in hard and soft copy for wide sharing and visibility.
3. Scope of the work and timeframe
The consultant has expected to travel to the intervention areas of Addis Ababa and Buishoftu to capture photos as well as video`s. The consultant selected for this assignment will finalize the assignment in two months’ time commencing from the date of the work. The scope of the work stretches from capturing photos, video to subtitle in International/national language as well as some editing work. In terms of the sites where the shots and videos have taken from the two sites of Addis Ababa and Ada `a district. Once the video/photo production have already completed, the consultants has expected to share for comment and wider circulation to keep a quality work and the video and photograph documents have the sole properties of Save the Children.
Save the Children will cover the transport, allowances and related logistics for the consultant and the team while traveling to the intervention sites for undertaken the shot/video capturing and we expect the whole completion in a two months’ time.
4. Target and documentation
The consultant assignment targeted Project staffs, beneficiaries particularly children, Government partners and Child Rights Governance department staffs. The shots will be taken while the child parliaments, Child led initiatives and Social accountability structures are participated training, workshops or in a different plat form where they can gather with a service provider or interface meetings.
The technical experts will share a 15 minutes in the Addis Ababa studio the main pillars of the Child Rights Governance such as Child Rights Programming, Child Participation, and Investment in Children, Self-awareness, and Social Accountability. The shots has shared in soft and hard copy for wider circulation of internal and external audience.
5. Responsibility of the consultant
- Get approval of the technical plan of activities of the consultancy work within five days of contract agreement and get approval from CRG focal person
- Discuss with CRG department project team on clarifying the assignments, deadline and scope of the work and agree on the terms and condition.
- Discuss with Hiwot Ethiopia, Marry Joy development association on how to work on capturing photos and record video from Ratson target communities and service providers; record additional videos based on participatory video technique of CRG
- Follow Save the Children is branding guideline throughout the documentation work
- Submit the edited draft videos (captioned and subtitled) in latest soft copy format
- Submit final version of the photo album caption in English and videos (edited, captioned and subtitled) in latest soft copy format
- The video will be subtitled in English, and Amharic.
- Finalize the assignment in two months’ time
6. Responsibility of Save the Children
- Cover the expenses of the consultant allowance, travel and logistic
- Submit required deliverable upon signing of the contract
- Approve technical plan of the consultant
- Provide orientation and documents on branding guideline and participatory video technique prior to beginning of the assignment
- Review the final draft videos and the pictures; and give feedback to the consultant
- Collect final video and photo documents and deliverables
- Make payments for deliverables once verified and approved.
7. Expected Outputs and Deliverables
- The consultant expected to deliver at least 25-quality photo album where the three collaborates of Hiwot Ethiopia, Marry Joy and Ratson children structures and social accountability at work.
- A high quality 15-minute video on the topics of social accountability, self-awareness, child participation, child rights programming, General Measures of implementation, and Advocacy and campaign
- A subtitled video in local language of Amharic as well as English versions
- A best quality six-minute good practice video capturing and editing the previous one as well as subtitled in English and Amharic
- Submit all the video/Photo production both in soft and hard copy
8. Qualification and experience of the consultants
The consultant and associates expected to have at least Degree in relevant fields with dependable experience in taking photo, video production and documentations, editing, directing, scriptwriting, etc. Other big pluses include:
- Previous relevant experience of working with Save the Children’s
- Experience in participatory video production
- Demonstrable excellence in editing and subtitling the local/international language
- Timely delivery without compromising the quality of the work

9. Technical Proposal Review Criteria
