Project overview:
Currently, Pathfinder Ethiopia is preparing for an upcoming project opportunity aimed at supporting adolescent girls to achieve a healthy transition into an adulthood. The project would be implemented jointly by Pathfinder Ethiopia and Care Ethiopia in Amhara, Oromia, and Tigray regions. Pathfinder would have lead responsibility for activities in Amhara region, South Gondar Zone, in five woredas: Ebinat, Libo Kemkem, Tache Gayint, Lay Gayint and Simada. Pathfinder will lead responsibility in Tigray, with exact zones to be determined in the future. The project will be evaluated by an external research consortium, and the program is designed to ensure that key research questions can be answered.
Job Summary/Position Summary:
Under the guidance and close supervision of the Country Project Manager, the National M&E Officer will be part of an M&E team supporting the project and have overall responsibility for monitoring, learning, and knowledge management activities. S/he will work closely with the Global M&L Manager to ensure that the M&L/KM strategy is implemented with fidelity and that data and implementation information are readily available to the global team. S/he will also support and oversee regional level staff members with M&E responsibilities. S/he is responsible for ensuring that programmatic and technical staff understand the importance of preserving the external research design and documenting any changes to project implementation. The National M&E Officer ensures that the MEL strategy is executed in-country and supports Regional M&E Officers to manage data collection and documentation efforts. S/he is responsible for ensuring that high quality data is collected and shared as planned, promoting a culture of data-use and learning. The national M&E officer conducts data quality checks to ensure that no data-entry errors were made while entering paper-based data into DHIS 2. They are responsible for sharing data with Addis-based project staff through DHIS 2 templates and supporting them to understand and interpret the data. They lead quarterly data-review meetings at the national level. They are also responsible for ensuring that any ethical issues related to data collection are addressed and/or brought to the attention of appropriate staff. They proactively flag operational and or implementation concerns to the Project Manager. The National MEL Officer ensures that MEL activities are standardized across Pathfinder and partner sites and works closely with technical staff to review data and address any differences in implementation across sites.
