JOB TITLE: Data Base Officer, USAID-CVC Project
REPORTS TO: MEL Director
LOCATIONS: Addis Ababa

For the USAID project focusing on highly vulnerable children in Ethiopia, FHI 360 is seeking qualified candidate for the position of Data Base Officer to be based in Addis Ababa.
Job Summary:
The Database Officer will have key role in establishing and managing information and learning system; leading and promoting reflective practices within FHI 360 in general and USAID-CVC project in particular. The position holder will oversee the administration and maintenance of USAID-CVC project management information system for routine data collection. This involves overseeing adherence to the reporting cycle, developing and implementing data security and confidentiality policies, designing and developing database applications, developing and assisting in the analysis of data, providing technical documentation of data and quality assurance of data inputs and outputs, assisting with the presentation of data findings for the project, and providing technical support in the use of these data.
Duties and Responsibilities:
1. Conduct organizational/program level information need assessment (business requirement analysis) and recommend software for the organization
2. Identify appropriate platform for database development, develop databases for routine program data and maintain the database/s
3. Recommend hardware and software requirements and upgrades to the database server as needed.
4. Install developed applications, write application manuals, and train users.
5. Organize training for partners and FHI 360 staff on how to use the database
6. Create users accounts/ give right to staff who should access the database and administer the program databases in general
7. Take the lead in the design of electronic templates for mobile based data collection (for both cross-sectional and time series data)
8. Make an assessment to identify the information need of USAID-CVC technical team and design strategies to respond to the needs.
9. Play a leadership role in ensuring timely and accurate data collection and reporting.
10. Produce regular high quality analysis products for the monitoring and evaluation areas assigned.
11. Monitor and optimize database design, content, structure and other management issues.
12. Perform backup and recovery of all databases; take appropriate measures to ensure the security of the database.
13. Provide technical assistance to project implementing partners, field offices and consortium members’ staff in using the databases.
14. Coordinate data management issues (e.g., deletion of records, query management, Internet reports) within the data users group.
15. Develop and ensure adherence to policies to ensure the security and confidentiality of FHI 360’s identifiable health data. Monitor staff compliance with confidentiality policies to assure that security standards are met.
16. Assure the quality of data feeds and processing of downloads from field offices and into donor reports.
17. Develop standardized programming, data quality checks, and data documentation procedures relevant to the HIV/AIDS data systems.
18. Responsible for archiving research-related data and programs.
19. Perform other duties as assigned.
Knowledge, skills and abilities:
1. Ability to work with others and to develop and maintain compatibility among project staff, subcontractors, and recipients of assistance. Experience working in NGO is an advantage.
2. Good knowledge of computer programming principles and languages. Particularly, knowledge on MS SQL Server Administration, District Health Information System (DHIS) Windows NT and Office Administration and Management, Relational database design and analysis, SQL and MS Access/Excel programming skills.
3. Practical experience in using mobile based data collection, organization and reporting.
4. Demonstrated ability to independently complete assigned tasks, train and facilitate learning and professional development among colleagues.
5. Solid understanding of basic assumptions of clinical and public health industry practices for data acquisition and quality assurance.
6. Knowledge and experience in project-level or state/national-level monitoring and evaluation system implementation.
7. Communicate effectively with all levels of personnel on hardware and software needs.
8. Advanced knowledge of relational database concepts and skills utilized in creating and maintaining relational databases and linking them with GIS.
9. Ability to perform spatial analysis of moderate difficulty and present results in a clear and comprehensible way, either orally or as written reports.
10. Excellent written, oral and interpersonal communication skills with ability to work as a team member.
11. Ability to travel a minimum of 25%.
Qualifications and requirements:
1. BS/BA degree in Computer Science, Information Technology, or its recognized equivalent with 7 – 9 years’ relevant experience.
2. Relevant database development and maintenance experience.
3. Demonstrated success in multicultural environments is an advantage.
