Position: Associate Director, Finance and Operations
Report to: Project Director
Location: Addis Ababa, Ethiopia
Position Summary:
FHI 360 is seeking applications for a Associate Director, Finance and Operations for an anticipated project that aims to improve the collection and use of high quality routine information in the health sector, contributing to improved quality, efficiency, and availability of primary health and nutrition services at all levels. The Associate Director, Finance and Operations will also give overall leadership and coordination of financial management and administration of the project by promoting financial stewardship and accountability in all project operations. This position will be based in Ethiopia, Addis Ababa and will reports to the Project Director and supports the management of the project including assessment of progress and performance.
Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval.
Key Responsibilities and Contributions:
· Provide leadership to finance and operations aspects of the project, including general administrative processes, financial management, sub award management, accounting, and logistics
· Ensure compliance of financial and operations systems with FHI 360 policies and procedures, USAID rules and regulation, award requirements, and Government of Ethiopia laws
· Develop, analyze and monitor program budgets; monitor and track obligations and expenditures against budgets
· Oversee and manage all sub award processes and grants programs under the project
· Provide technical assistance to local partners on financial compliance and reporting
· Manage project procurement processes
· Review and approve recommendations for financial planning and control, providing relevant fiscal information to executive management team.
· Advise senior leadership regularly on financial and operations-related matters
· Prepare and submit annual and quarterly financial and accrual reports to USAID
· Manage and liaise with internal and external auditors in the review of project financial and administrative practices and records
· Manage a finance and operations team in charge of budgeting, financial reporting, accounting, administration and procurement
Education/Experience:
· Master’s Degree in Business or Public Administration with a focus on accounting or finance. USAID will consider a Bachelor’s degree in finance, business or public administration with a minimum of 10 years of demonstrated experience in financial management for large donor-funded health projects. (highly desired)
· 10+ years of relevant experience in administrative and financial management, including overseeing the finance and operations of equally large and complex projects;
· 8-10 years of experience managing finances for large NGO programs in Ethiopia or in a country of similar context (highly desired).
· Demonstrated experience in Activity financial management, including financial controls and audit, as well as reporting on accruals, pipeline, and expense validation and reimbursement to service providers and sub-recipients. (Highly desired).
· Experience in establishing administrative management procedures and standards in relation to human resources, procurement, information system technologies and
relationship (with vendors) management (highly desired)
· Familiarity with USG rules and regulations for grants and contracts is required; USAID contract experience strongly preferred;
· Knowledge in generally-accepted accounting, budgeting and fiscal control principles;
· Demonstrated experience and skills in developing and managing large budgets of $25 million dollars or larger;
· Relevant skills in automated accounting software systems and database spreadsheets;
· Experience building capacity in financial management of community-based organizations and implementing partners;
· Demonstrated ability to create and maintain effective working relations with NGO partners, community-based organizations and international donor agencies;
· Demonstrated leadership qualities, depth and breadth of financial management expertise
· Strong interpersonal, writing and oral presentation skills in English
· Ability to work independently and manage a high volume work flow;
· Relevant computer software skills and familiarity with accounting software (including, at a minimum, the standard applications in MS Office).
