Position: Climate Resilience Manager

Purpose of the job
The Climate Resilience Manager will be responsible for managing projects/program targeting families through different resilience building activities and supervising the CA project manager at Benishangul Gumuz region and other locations. He/she will primarily be responsible to lead the study, design, implementation, monitoring, evaluation and reporting of CA project and other resilience building emergency and long term projects/ programs executed by the organization under the DRRM program department.
ESSENTIAL TASKS AND RESPONSIBILITIES
Key Result #1: Take leadership role of Managing FH Ethiopia Climate Resilience Program
ü Provide full technical and management support to the Conservation Agriculture Project currently operational in Assosa and Bambasi districts of Benishangul Gumuz Regional State and elsewhere in the future
ü Provide technical support to the country office DRR Program strategy development
ü Work closely with the DRRM director to implement and review the department strategy in order to ensure its contribution and adherence to country & global strategies
ü Liaise with global & regional office climate advisors, and donors (MCC and others) as required to develop and expand the program.
ü Keep updated on potential emergency and long term Climate Resilience funding opportunities.
Key Result #2: Program Management (study, designing, implementation, monitoring, reporting, and funding)
ü The position holder is the contact person for MCC funded CA project in Benshangul region with all the responsibilities of project management.
ü Lead in writing up of CR proposals and concept notes (for on-going and new projects) in accordance with FH and donor standards and principles.
ü Based on the approved project document, guide project staff in the preparation of activity, procurement, and budget operation plan within the first month of the fiscal year and make revision as needed so that accomplishment will be tracked on monthly bases.
ü Work closely with the Finance Staffs to ensure proper financial and grants management of the program.
ü Facilitate project agreements, and fund transfer processes as per FH and donors’ procedure.
ü Develop grant management plan (work plan, spending plan, and targets) soon after grants are approved; and review burn rates on regular basis.
ü Ensure that cross cutting issues such as accountably, gender, conflict sensitivity and environment are considered in planning, implementation and monitoring of projects.
ü Document lessons learnt and success stories in close cooperation with the FHE Communication Manager & Knowledge and Learning Advisor.
ü Ensure smooth phase out and hand over at the end of any project.
ü Collect and compile annual activity and budget plan from all project offices and submit it to the program director and M&E coordinator. This serves as a bench mark for undertaking subsequent monitoring and evaluation activities.
ü Conduct an assessment across the five livelihood assets (Human, Physical, Natural, Financial, and Social capital) to identify CR problems and plan appropriated actions to be taken to lift poor families out of poverty. As a result modification of ongoing CR activities as well as new program concepts will be proposed.
ü Initiate projects to come up with innovative project ideas so that an ongoing program interventions and strategies will be refined to bring optimum impact.
ü Co-ordinates and directs activities of the CR program by giving support to project staff so that implementation of activities will be done according to the plan.
ü Conduct regular monitoring visit to the project areas so as to identify challenges, point of improvement, and success stories.
ü Prepare and compile periodic reports to be submitted to donors and government as per the recommended formats so as to notify project progress to all concerned bodies.
ü Facilitate baseline surveys, assessments, as well as midterm and final evaluation together with M&E unit so that proper documentation of program outcome and impacts will be produced.
Key Result #3: Networking, Coordination and Projects Management
ü Proactively represent FHE in MCC CA project partners, climate coordination & taskforce forums.
ü Ensure coordination, integration and programmatic linkages with other program of FHE Ethiopia at program design, monitoring and implementation stage.
ü Coordinate with HR, logistics, procurement, IT, finance to facilitate effective and efficient support to the ongoing and new projects.
ü Liaise and seek cooperation with other likeminded climate resilience implementing NGOs for relationship building and possible cooperation.
ü Provide organizational support for better coordination and liaising with local authorities and other agencies.
ü Ensure project offices are actively engaged in local level fora, and proactive to cooperate with local level government and civil society actors, for better coordination, experience sharing and visibility.
ü Identify and assess capacity needs of project office staffs, and build their capacity.
SPECIAL DUTIES/FUNCTIONS OF THE POSITION:
ü The Climate Resilience Manager is responsible for coordination of FHE Ethiopia CA & other CR projects in close cooperation with DRRM Program Director. The Manager will ensure that the CA & other Climate Resilience (CR) projects are well synchronized with FHE’s DRRM department program strategy. The job functions has direct supervisory responsibility to CA & CR projects, should also be carried out in close cooperation with other departments and promote close and mutual working relationships between staff contributing to a dynamic and friendly office environment. The CR Manager is expected to be flexible and be able to give assistance with different activities not included in this primary job description as per direction from immediate supervisor.
Requirements:
ü Master of Science in development studies or Bachelor of Science in Agricultural Economics, Plant Science, Animal Science, or Agricultural Extension
ü Minimum of five years climate resilience related experience for Master holder and ten years for
Bachelor of Science preferably in NGOs settings on areas of Climate Resilience Projects/Program
Other requirements
· Trainings in CA, DRR, CR and Climate Change is plus
· Excellent in spoken and written English.
