JOB SUMMARY:
The Monitoring and Evaluation coordinator will be responsible for the development/implementation of program-wide M&E database system for POTENTIAL project at regional level to track progress reports. The coordinator is expected to ensure adequate quality control in all aspects of M& E from data collection to results’ reporting and provide technical support in M & E issue across all program staff at the field office level.
He/she is regional backstop for providing technical support for the regional teams to help them closely work with regional, zonal, woreda bureaus and their community structures in the area of project data/information management. He/She Coordinate and interacts with regional and field office teams to assure quality and timeliness of activities at regional, district and woreda levels. He/She is responsible to oversee POTENTIAL M&E activities such as data collection, database management, supportive supervision, and coordination of review meetings and periodic reporting in all targets.
As part of the assignment, the position holder is expected to prepare quarterly, biannual and annual tabular and narrative reports; develop electronic database system for monitoring and tracking monthly activity reports and make it accessible to relevant staff.

KEY AREAS OF ACCOUNTABILITY:
Job responsibility 1: Project Planning:
· Support and ensure the regional and zonal team prepare annual POTENTIAL Plus work plan and timely submit for regional offices for approval;
· Support the zonal team to ensure that POTENTIAL work plan is harmonized with annual woreda Youth sector plan and actively participate in the woreda planning;
· Ensure timely and regular submission of detailed monthly work plan to regional office;
Job responsibility 2: Project Implementation:
· Monitor timely implementation overall POTENTIAL work plans and budget utilization
· Ensure timely implementation and effectiveness of POTENTIAL related review meetings at zonal
· Ensure that the quality of POTENTIAL supported trainings, review meetings and supportive supervisions are maintained;
· Provide monitoring and evaluation training to relevant local stakeholders as required and support such efforts of the Monitoring and Evaluation Advisor/ Research, monitoring and evaluation advisor.
· Provides technical support to zonal team in project activity monitoring, data organization and utilization and report writing
Job responsibility 3: Coordination:
· Support and take initiatives in supporting district office statisticians, HMIS officers and others in use of data for decision making, simple analysis techniques using MS Excel and other public domain software
· Coordinate and facilitate research(Base-, mid- and end –line ) activities of POTENTIAL that will be conducted in the region
· Facilitate timely and regular programme monitoring in collaboration with regional program thematic coordinators and regional coordinator
· Coordinate all supportive supervisions, site visits, documentations of trainings, review meetings, preparation of case studies, and make sure that these POTENTIAL activities are well documented and track able
· Coordinate, prepare, and consolidate all reporting(biweekly, monthly and quarterly) activities of the region in collaboration with regional coordinators and others as needed
Job responsibility 4: Monitoring and evaluation:
· Actively participate in POTENTIAL related regular and periodic assessments
· Timely review project reports and provide constructive feedbacks to regional and woreda teams
· Identify and inform new developments in POTENTIAL monitoring and evaluation to program staff
· Undertake regular visits to the field to support monitoring processes, spot check data collection, data quality, analysis, reporting on programme progress
· Actively participate in regular regional office project review meetings to assess progress;
· Keep on track the performance of the region’s activities according to the regional plan and inform the senior project coordinator if there are deivaiations from the plan
· Ensure that project data are timely collected, enterd to databsed and used for quaratly and annual reporting
Job Responsibility 5: Documentation and reporting:
· Submit timely training reports, review meeting proceedings and field travel reports to regional office for documentation;
· Share weekly updates with regional POTENTIAL team; prepares monthly and quarterly project progress reports and submits to the concerned bodies in timely fashion
· Identify potential success stories and best practices relating to POTENTIAL for documentation on regular basis;
· Performs other related tasks as required.
QUALIFICATIONS AND EXPERIENCE:
· BSc/BA in Statsitics,Ecnomics,Busness adminstartion/ Social science or any other related fields
· Minimum of 4 years progressively responsible experience with NGOs or other organizations, including significant experience developing and managing monitoring and evaluation system.
· Proeficient in computer window applications, training in program design, monitoring and evaluation
· Have suffient short term trainings in the area of monitoring and evalaution
· Demonstrated skills in program planning, implementation and monitoring.
· Proefcicent and skilled in narative report writing,
· Able to program and mange datbase
· Strong computer and interpersonal skills
· Proficiency in spoken and written English.
· Demonstrated ability to work effectively in a team environment
· Knowledge of local language of the area is a plus.
