Norwegian Church Aid (NCA) is an international organization working for global justice, currently operating in more than 20 countries. In Ethiopia, NCA is legally registered with the Charities and Societies Agency (CSA) of Ethiopia as a Foreign Charity. NCA has maintained a presence in Ethiopia since 1974, undertaking both emergency and development activities in three thematic programs; namely, Water, Sanitation and Hygiene (WASH), Reproductive Health and Climate Resilience as well as Humanitarian Response. Currently NCA is working in Oromia, Amhara, Tigray, Somali, the Southern Nations Nationalities and Peoples Region(SNNPR) and Gambella National Regional States and the Addis Ababa City Administration.
The consortium of Norwegian NGOs formed by the Norwegian Refugee Council (NRC), Development Fund of Norway (DF) Norwegian Church Aid (NCA) and Norwegian Peoples Aid (NPA) were awarded the Norwegian Ministry of Foreign Affairs (NFA) Humanitarian Funds. The consortium of Norwegian NGOs and their local implementing partners, the Ethiopian Catholic Church-Social Development Commission of Hararghe (ECC SDCOH), Pastoralist Welfare Organization (PWO), Organization for Welfare and Development (OWDA) and SOS Sahel Ethiopia, have been implementing the “Joint Norwegian Emergency Response (JNER) Projects for Saving Lives and Livelihoods in Somali and Oromia Regions: Phase-I and II” since May 2016. NCA has been a lead agency of the consortium during both Phase- I and II JNER projects.
NCA on behalf of the consortium members is seeking to engage local consulting firm (Contractor) with special expertise on WASH and livelihood in Emergency response, to carry out an external evaluation of the “Joint Norwegian Emergency Response (JNER) Projects for Saving Lives and Livelihoods in Somali and Oromia Regions: Phase-I and II” to provide an independent assessment of progress, performance and outcome of the Program, including changes on the lives and livelihoods of the target population both in phase I and Phase II of program and added value of the consortium approach.
