Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Education Project Officer is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
Background:
The Norwegian Refugee Council (NRC) is present in five regions in Ethiopia, providing refugees and internally displaced people with emergency relief and help them to rebuild their lives. NRC works within the sectors of Education, Shelter, WASH, Livelihood and Food Security, ICLA (Information, Counselling and Legal Assistance), and Child Protection.
Roles & Responsibilities:
The Education Project Officer will be based in Negele Office (Oromia Region) and will work under the supervision of the Education Project Coordinator (or higher level managers), according to and as reflected in objectives stated in project description and budgets to donors and in line with NRC policy programme, as well as with Plan of Action and strategy in place in the region.
· Implement delegated Education activities according to strategy, proposals, budgets and plans;
Specific Responsibilities:
The Education Officer should work closely with the Line Manager on all aspects of the project implementation:
· Identifying training needs of teachers/instructors and prepare plan of action;
· Supervision and Training of school management committees in particular Parent-Teachers-Association;
· Coordination of activities within and between schools;
· Collecting and compiling monthly reports from teachers, instructors and school Administrators;
· Identify schools who host high number of IDP children and include in NRC programmes for support;
· Engage in targeting of schools, students and other stakeholders based on pre-defined parameters;
· Assist in compiling the monthly report to be submitted to the LM;
· Liaison with relevant authorities and communities as appropriate;
· Maintain and keep database related to the education activities and update regularly;
· Organizing and conducting training and monthly workshops and necessary in-service training for teachers, instructors and center leaders;
· Supervision and monitoring of teachers, instructors and center leaders regularly with specific focus on the skills training instructors;
· Sensitization of communities, youth and their parents;
· Conduct material distribution and maintain proper recording for NFI distribution to targeted students and public schools;
· Coordinate with the Shelter and WASH team to ensure smooth implementation of school infrastructure and HP campaigns;
· Perform relevant additional tasks assigned by the LM.
Qualifications and Competences:
Generic professional competencies:
· A University Degree in Education, Education Management, Sociology, Psychology or related fields
· At least three years of experience in similar role
· Experience working in multi-sectoral and integrated programming
· Good understanding of community development and gender, education issues and/or training skills
· Familiarity of background from EiE programme
· Excellent computer knowledge with command on MS Excel among other packages of MS Office
· Experience on working with Data analysis software/programme
· Excellent interpersonal and communication skills, facilitation skills and writing skills
· Documented results related to the position’s responsibilities
· Knowledge of English and Oromifa language both written and spoken
Context/ Specific skills, knowledge and experience:
· Knowledge of the operating context in South Oromia Region
· Experience in implementation of Education programme, in particular Education in Emergencies
· Experience in undertaking training of staff or target groups
