Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the WASH and Shelter Technical Officer is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
Background:
The Norwegian Refugee Council (NRC) is present in five regions in Ethiopia, providing refugees and internally displaced people with emergency relief and help them to rebuild their lives. NRC works within the sectors of Education, Shelter, WASH, Livelihood and Food Security, ICLA (Information, Counselling and Legal Assistance), and Child Protection.
Roles & Responsibilities:
The WASH and Shelter Technical Officer will be based in Dilla Office (SNNP Region) and will work under the supervision of the WASH and Shelter Project Coordinator, according to and as reflected in objectives stated in project description and budgets to donors and in line with NRC policy programme, as well as with Plan of Action and strategy in place in the region.
Generic responsibilities:
· Implement the WASH and Shelter activities according to strategy, proposals, budgets and plans;
· Work closely with all community stakeholders ensuring trust and confidence with beneficiaries and facilitating community activities;
· Promote and share ideas for programme improvement. Investigate and facilitate introduction of innovations, new methods and approaches in order to improve the quality of the activities;
· Breakdown the annual operational plans into weekly, monthly and quarterly implementation plans;
· Contribute to preparation of periodic progress reports, guidelines and other documents as required;
· Ensure proper filing of documents.
Specific responsibilities:
· Implement WASH and Shelter activities in line with relevant standards, codes of conduct and humanitarian principles;
· Plan and carry out technical needs assessments, baseline and end line survey and feedback findings for internal and external use;
· Facilitate appropriate community involvement in the design and delivery of WASH and Shelter services and facilities;
· Prepare BOQ, Technical Specifications and Drawings for Shelter & WASH facilities as deemed necessary;
· Ensure that standards (Sphere and National Standards) and specifications for WASH and Shelter activities are adhered to and give recommendations to the management as necessary;
· Ensure cross-cutting issues, like gender mainstreaming and environment protection, are incorporated into the WASH and Shelter programming;
· Ensure that protection is mainstreamed into WASH and Shelter programming;
· Assist the WASH and Shelter PC in the development of rapid response and contingency plans;
· Assess and advise on capacity building needs within the team to ensure effective developments of quality standards for the WASH and Shelter activities;
· Ensure progress monitoring and support M&E activities (i.e. PDMs, PIMs, end line surveys);
· Coordinate with the entire WASH and Shelter team to ensure that all the aspects of the response (engineering and soft components) are integrated;
· Contribute to the development of case studies of best practices in WASH and Shelter programming;
· Support other teams in the region when required.
Generic professional competencies:
· Degree in Civil Engineering, Architectural or Water engineering or any other relevant discipline
Context/ Specific skills, knowledge and experience:
· Knowledge of the operating context in South Oromia and SNNP Regions
· Proven ability to use MS Office software (especially Word and Excel) is essential. Computer literacy of technical software (i.e. AUTOCAD, GIS, EPANET) is an asset
· Knowledge and experience of the application of SPHERE links to emergency and longer-term development practice
