BACKGROUND
People in Need (PIN), as lead, together with Volontariato Internazionale Per Lo Sviluppo (VIS), Concern Worldwide (CWW), and CHADET are implementing a project titled “Job Creation for Potential Migrants in Addis Ababa” in four sub cities (Yeka, Arada, Addis Ketema and Kirkos). The project is part of Stemming Irregular Migration from Northern and Central Ethiopia (SINCE) Programme, which is funded by the European Union Trust fund for Africa and is implemented by the Embassy of Italy in Ethiopia.
The overall objective of the project is to contribute to the reduction of irregular migration from Northern and Central Ethiopia by improving the living conditions of the most vulnerable population, including potential migrants, returnees and refugees with specific focus on youth and women.
PURPOSE OF THE ASSIGNEMENT
The project pursues to reduce irregular migration through creating access to decent employment opportunities for potential migrants (youth, women and returnees). To achieve the objective, the project will actively promote public private partnership (PPP) especially between TVET colleges, Public Employment Services (PES), and Private Companies. The partnership between the public and private sectors, according to this project, is supposed to be in the area of skills development including apprenticeship and decent wage opportunities arrangements. The objective of the feasibility study is, therefore, to undertake a PPP feasibility study in the leather sector to examine the degree of use or applicability of the PPP approach and the readiness and commitment of the parties to form a win-win collaboration between them. The feasibility study will focus on the partnership in skills development, and apprenticeship and decent job opportunities arrangements to ascertain the viability of PPP as a strategy to achieve the project objective.

REPORTING: the consultant will report to PIN, Stemming Irregular Migration in Northern and Central Ethiopia (SINCE) Project Manager /Consortium Coordinator
TASKS
· Systematically identify common interests or agendas of TVET colleges, Public Employment Services (PES), and private companies in leather sector in the areas of skills development, apprenticeship and decent employment opportunities
· Explore and ascertain the validity of PPP between Public TVET Colleges, PES, and Private Companies in the leather sector
· Systematically analyze the readiness, commitment and fitness of the public-private sectors to establish effective PPP (need analysis to form PPP)
· Identify trends, opportunities and challenges in the PPP framework
· Analyze alternative ways that the PPP would be effective (Options analysis in which the PPP would be best to establish)
· Provide actionable recommendation on policy, management framework, and implementation strategies in which the PPP would be checked against
· Present the finding of the study to project partners and stakeholders with the main purpose of collecting feedback and inputs
· Revise the study based on the feedback and inputs provided from project stakeholders
· Submit and present the final study to PIN on 06/09/2018
QUALIFICATION AND COMPETENCES
A competent firm or individual/s consultant with extensive experience to undertake the PPP feasibility study. The consultant needs to demonstrate knowledge and experience undertaking similar studies.
TECHNICAL AND FINANCIAL PROPOSALS
All proposals should include the following sections and should not exceed 10 pages

o At least 5 years of work experience in conducting feasibility study (preferably in partnership studies)
o Desired knowledge on and experience with TVET system, PES and private companies
o Technical and financial proposal with CV of the consultant(s) including details of similar experiences
o MA or higher degree in relevant social studies
o Reliable and effective consultant(s) with reasonable experience in conducting similar studies
o Ability to provide samples and testimonial of different studies and feasibility studies in public private partnership is an advantage
