ROLE PURPOSE:
Save the Children works in all regions in Ethiopia, with over 40 field offices, a current staff of approximately 1,800 and current expenditure of approximately 90 million. POTENTIAL is a 5 year USAID funded youth Livelihoods programme being implemented in 5 regions of Ethiopia – Afar, Tigray, Amhara, SNNPR and Somali region. POTENTIAL will work in 3 woredas of Afar, Dubti, Assayita and Chifra.
The job holder will be primary responsible for ensuring the high quality of program implementation, budget monitoring and overseeing the overall program activities, and effectively communicating and escalating issues in a timely and appropriate manner. Responsible for overall program management and implementation; support the program staff in general and in particular at Regional, Woreda and Kebele level in planning, coordination, implementation and supervision of community based activities and ensure active involvement of and communication with communities and partners for smooth and successful implementation of program activities as per the approved program document; interact with relevant governmental offices and bureaus for adoption of new curriculum on skill training; organizes curriculum review session either at the Regional or Federal level; and ensure the program implementation is in line with government and donor requirements and Save the Children standards.

Staff directly reporting to this post: 3 x woreda Project Officers and 1 MEAL officer.
KEY AREAS OF ACCOUNTABILITY:
· Represent the program and overall management of the implementation of the program action plans under respective Regions.
· Coordinate the activities of POTENTIAL in respective operational Woredas.
· Recruit Woreda Program officers and Youth facilitators
· Ensure staffs are deployed on respective Woreda and Kebele level training centres
· Establish and organize regional business development service centre and support centre facilitators on activity design and Implementation
· Ensure Youth facilitators activity involved in community mobilization, need identification, planning and effective implementation of program activities.
· Ensure feedbacks are gathered from participant and Youth facilitators on the curriculum and program activities for further improvement and possible action.
· Lead the regional team to prioritize key project outputs and outcomes.
· Establish regional and Woreda level linkages and partnerships with private sectors, MFIs, GOs, NGOs, TVETs etc. and maintain existing partnerships.
· Maintain and create good relationship and collaboration with government ministry offices in regional and Woreda level
· Ensure that the YES centres equipped business development services and well informed to provide the necessary services and information to business starters and unemployed youth to find jobs.
· Develop regional annual, quarter and monthly activity plan and budget
· Conduct and facilitate research activities in areas of entrepreneurship, value chain analysis and business and youth employment opportunities.
· Facilitate the involvement of volunteers from different Sectors to support the program
· Ensure that regional plans, budgets and reports are good quality, regularly updated and timely produced and communicated to all stakeholders.
· Establish and maintain a usable program schedule for all phases of the project for staff, and partners.
· Communicates effectively with staffs and partners to identify needs and develop alternatives business solutions.
· Identify, track, manage and mitigate risks that may affect project implementation or staff engagements with stakeholders.
· Ensure timely production and quality of periodic reports to relevant recipients.
· Develop team spirit among staff.
· Appraise staff performances.
· Ensure staffs have internalized the values of the Organization.
· Work with HR Unit regarding HR and other general service related issues.
· Organize periodic meetings with other program staffs in Regional and Woreda level.
· Maintain program file and related documents.
· Carry out other duties as requested by the regional Directors.
QUALIFICATIONS AND EXPERIENCE
Essential:
· 6 years’ experience of working with youth livelihood development programs in rural setups out of which 2 years in Managerial position.
· BSc degree in social work, rural development, business, commerce and related courses.
· Excellent understanding of the culture and ways of living of target communities in Afar.
· Good written and spoken English.
· Excellent communication and interpersonal skills with private sector, communities, government structure, existing NGOs etc.
· Excellent partnership building and networking skills.
· Good team player and open for new ideas and learning.
· Good report writing skill; able to collect, document and share program records and information.
· Experiences of working in NGOs, management experience, communities at grass root level, local training institutes are advantageous.
· Advanced knowledge of computer applications
· Ability and willingness to travel and work in rural areas where the program is implemented, within approved security frameworks.
Desirable
· Extensive experience in project execution and good organizational, management and leadership skills
· Work experience in facilitation, coaching, partnership development, networking and supporting IGAs
· Work experience in diverse international NGOs is an asset.
· Speaks Afar, Amharic and English language fluently.
