Concurrent Revenue Sharing Policy Development
NATIONAL CONSULTANTS (ETHIOPIAN ONLY)
Background
The Forum of Federations is an international learning organization, based in Canada, working on federal and devolved governance across the globe (see -- www.forumfed.org). The Forum has launched a new 5-year program on Strengthening Federal Governance and Pluralism in Ethiopia. One of the Immediate Outcomes of this program is to create increased capacity of HOF and its key partners (federal and state) to design, implement, and monitor/report policies on concurrent revenue sharing and related administration issues, including gender equality dimensions and natural resource revenues. This refers to those revenues covered in Article 98 of the Ethiopian constitution.
The Forum, in close cooperation with the House of Federation, is planning to assess and develop policy recommendations on the current concurrent revenue sharing policy of Ethiopia. To this end, the Forum would like to invite potential local consultants (Ethiopian nationals only) to help technically lead the study. This is a call for expression of interest which will lead to identifying potential service providers.
Objective:
The principal objective of this assignment is to assess the current policy (formula, oversight, administration, etc.) for the division of joint Federal and State revenue and develop a new policy to be subsequently reviewed, revised and approved by Parliament. Specific objectives of the assignment will be:
In close collaboration with the House Secretariat and Forum of Federations, conduct a comprehensive assessment of past experience with joint revenues in Ethiopia, including gender and environmental dimensions where applicable;
In close collaboration with the House Secretariat and Forum of Federations, develop comprehensive analysis and recommendations on how the joint revenues should be divided and other relevant policy dimensions (including but not limited to administration, oversight, environmental and gender equality considerations, among others to be determined); and
For sustainability and institutionalization, provide on-the-job training to the staff of the Secretariat and other stakeholders regarding the modes of analysis for this area of work.
Potential service providers:
A business firm, an academic institution, organized civil society and/or individual consultants are eligible for this assignment. An interested organization/group/individual is required to deploy maximum of three (3) consultants (one lead researcher and 1-2 researchers) for the entire assignment. Each of the consultants should have the required educational qualification and experience.
