Organizational Context
Human Resources/Administrative Associate will function under direct supervision of the Associate Human Resources Officer assisting him/her in personnel administration and other HR related matters of staff under area of responsibility (AOR). Incumbent will have close working relationship and coordination with other Administrative staff-related services in UNHCR Sub Office Gambella.
Accountability
UNHCR's Registration Standard Operating Procedures (SOPs) are implemented in accordance with relevant UNHCR standards and policies. Persons of concern have fair and transparent access to registration procedures.
Responsibilities
Administration of UNOPS Affiliate workforce personnel.
Advises them on all Policy/HR related matters.
Handles vacancy management for all UNOPS local positions (advertisement of vacant positions, receiving application, and sharing with manager) and coordinate/assist managers in the recruitment process of national staff.
Contract Administration and contract extensions for all National UNOPS Personnel.
Deliver induction and orientation sessions to newly recruited and ensures the speedy processing of documentation for the arrival and departure formalities of affiliate workforce.
Absence and Vacation Administrator (all types of leave) for UNOPS staff.
Performance management focal person for all UNOPS staff.
Handles UNOPS staff complaints and participates in ongoing dialogue with Associate HR Officer.
Maintains file for all UNOPS/ Affiliate Workforce.
Reviewer of UNOPS MPA on monthly basis.
Maintaining UNOPS staffing tables / lists.
Prepares attestation letters for affiliate work force (local).
Separation of UNOPS staff.
Attends to all administrative issues including management of assets and equipment assigned for all UNOPs staff.
Attends to the maintenance of the UNOPS staff workstations in the refugee camps in liaison with the technical team in Gambella.
Authority
Enforce compliance with the UNOPS local staff rules and regulations in the AOR.
Prepare contracts and corresponding extensions in respect of locally recruited UNOPS staff in the AOR for the authorizing officer’s approval.
Job Requirement
Essential Minimum Qualifications and Experience
Completion of secondary school or post-secondary certificate in Business Administration, Office Management, Human Resources Management or related field.
Minimum 6 years of previous relevant professional experience.
Must be fluent in spoken and written English:
Proficiency in Ms-Word and Ms-Excel required.
Desirable Qualifications & Competencies
University Degree in Business Administration, Office Management, Human Resources Management or related field.
Good interpersonal and problem-solving skills and flexibility.
Be able to work effectively in unstable, challenging, and fast-paced environments.
Ability to keenly observe confidentiality and discretion.
Working knowledge of other UN language(s).
Field experience with UNHCR and/or with other humanitarian organizations is an asset.
