JOB SUMMARY:
CMAM reporting officer based at each intervention IDP woreda (Bule, Gedeb & wonago) will be responsible for the management of overall implementation of the emergency nutrition and health response activities at woreda, health facilities and at large in communities’ level.
The CMAM officer is expected to improve quality case management of children with SAM at stabilization centers (TFU) and OTP sites through conducting frequent supportive supervision and monitoring/coaching health professionals, ensuring availability of routine drugs and basic materials and supplies at health facility level and, timely requesting of supplies required supplies. The position holder will monitor performance of CMAM programs and improves referral linkage between OTP, SC, TSFP and IYCF.
The incumbent works closely with the government structure and other zonal/filed office and woreda based nutrition team members of Emergency nutrition, health and WASH response and related programs to ensure program integration at all level. S/he is responsible to organize woreda and community level nutrition and health related training, review meetings/workshops, community forum and joint supportive supervisions and participate in health and nutrition assessments. review meetings and responses to outbreaks.
S/he will provide emergency nutrition and health related technical support at woreda and community level to build local capacity. Also, s/he will be responsible for reporting of any public health emergencies and other humanitarian situation/risks which may endanger communities’ wellbeing, beside participating in surveillance, response to outbreaks and other public health concerns whenever happened.
Under the overall coordination and close technical and managerial supervision of the project coordinator, the job holder will ensure high quality CMAM implementation within the project, provide proper and quality care to all beneficiaries, respecting national protocols, sphere standards and principles of good practice.
KEY AREAS OF ACCOUNTABILITY:
Specific Roles and Responsibilities:
· Ensures all the required data related to CMAM captured using database.
· Reviews the completeness, accuracy and timeliness of data reported from Woreda Health and Nutrition officers.
· Supports data management of emergency nutrition projects implementation sites in a regular and supportive way.
· Conducts regular field visits to strengthen the data management at woreda level.
· Analyses the data on a regular basis using standard nutrition data base.
· Provides timely information and report to project manager and Addis based TAs on the national indicators to inform the project implementation.
· Coordinates with Project technical team as appropriate to update the national indicators.
· Develop and implement a work plan for rolling out the MEAL system at program and regional level.
· Provide technical support to Project staffs on developing and implementing M&E plans.
· Support project staff to collect good quality monitoring data in a timely manner and collate / organize data received for reporting to the country office and area office.
· Provide technical assistance and capacity building for project staff and partners’ staff on development and use of MEAL tools and methodologies.
· Ensure that regular reports are generated from monitoring data and that findings are communicated effectively to appropriate persons and units.
· Conduct qualitative M&E (against international standards through participatory methodologies (including child-friendly methodologies).
· Provide trainings and capacity building for field level team on CMAM reporting tool as required
· Participate in facilitation of training to filed team
· Maintain evaluation tracker and actions trackers for the implementation of evaluation recommendations in his jurisdiction.

· Performs other related tasks as required.
MINIMUM QUALFICATION AND EXPEREINCE
Qualifications
· BSc/BA degree in an area of statistics, economics, health, social development or equivalent.
Experience:
· Minimum of two years of experience in a M & E role of emergency nutrition and WASH interventions
· Direct experience of implementing and managing M&E function and of working on all aspects of M & E activities
· Skills on developing M & E tools and use of statistical packages
· Experience of solving complex issues through analysis, definition of a clear way forward
Skills/Ability required:
· Ability and willingness to travel to field sites and work in remote locations, often for prolonged periods of time
· Highly developed interpersonal and communication skills including influencing, negotiation and coaching
· Highly developed cultural awareness and ability to work well in an international environment with people having various back ground
· Proficiency in the English language would be an asset.
