1. BACKGROUND
DAI Europe, together with consortium partners First Consult; Enclude; and ITAD, is managing the UKaid-funded Enterprise Partners (EP) which aim to support and transform the private sector and Ethiopia’s continued economic growth over seven years with a £15m grant fund.
EP is utilising the Making Markets Work for the Poor approach (M4P) and has two main pillars to achieve the goal of integrating the poor, and especially women, in sustainable economic enterprises that create jobs and improve incomes. The planned impact is to create 45,000 jobs (75% of which will be held by women) and increase the incomes of 65,000 households by at least 20%.
The EP pillars are:
· The Finance Group aims to achieve the outcome of increasing investment levels in the Ethiopian economy, particularly for growth-oriented small and medium enterprise. This will include funding of green technologies where appropriate and develop funding for green growth investment. It also includes technical assistance facility to participating financial institutions for two WB-led initiatives, aiming to improve access to finance to SMEs with particular focus on SMEs engaged in manufacturing/agro processing/tour/construction sector and SMEs whole or partly owned by women[1].
· The Agro-Industrial Group is expected to achieve the outcome of increasing returns on investment (productivity) and investment levels in the identified sectors of cotton/textiles, livestock/leather and horticulture, in order to achieve the impact of creating jobs and raising household incomes. Additionally this pillar will incorporate the promotion of climate change awareness and addressing women’s economic empowerment.
Background specific to this assignment
EP runs a number of interventions in Hawassa Industrial Park. We support local government to bring workers from different catchment areas to work at the park, provide training to workers and HR managers, and run a variety of schemes to improve productivity, absenteeism and turnover.
Anecdotally, we are aware of a number of challenges facing workers, both in the recruitment process, their work at the park, and in the living conditions they face. However, our direct sources of monitoring data only cover factory-level information. Consequently, we want to get a broader understanding of the conditions for workers both at and outside the industrial park, and how this changes over time.
2. PURPOSE
The purpose of the assignment is to collect and deliver data on key metrics regarding recruitment, working, and living conditions for workers at HIP on a quarterly basis.
3. SPECIFIC TASKS
EP will provide the questionnaire and a list of phone numbers for the interviews. On a quarterly basis, the consultant should:
1. Collect information through phone on 200 workers at HIP quarterly, using a standard questionnaire provided by EP. The data collection can be done directly by the consultant, or sub-contracted to others if agreed by EP.
2. If the data collection is sub-contracted, then the lead consultant should train the sub-contractors and check the quality of the collected information.
3. Attend quarterly debrief meetings with EP to review the quality of the information, suggest any changes to the questionnaire, and input into analysis.

CONSULTANTS REQUIRED
We welcome bids from national consulting firms of any size. Applicants should demonstrate in their cover letter that they have the capacity to manage the quality and volume of interviews required. Applicants should include CVs for both the junior and mid-level national consultants. Applicants can propose multiple junior consultants if they consider it better.
CONSULTANT A – Mid-level national consultant
· Minimum five years experience in monitoring and evaluation.
· Experience interviewing workers, preferably in the manufacturing sectors.
· Responsible for managing the assignment and ensuring the quality of the phone interviews.
CONSULTANT B – Junior national consultant.
· Minimum two years experience in data collection.
· Experience interviewing workers, preferably in the manufacturing sector.
· Experience in phone interviews preferred.
· Fluency in Amharic and Sidaminya
· Responsible for data collection.
The consultant will be working from their home base. We can host them in Enterprise Partners for short periods of time if required.
The questionnaires and phone numbers of workers will be provided directly by EP. EP will reimburse mobile cards against receipts.
