Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Procurement Assistant is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.
Background:
The Norwegian Refugee Council (NRC) is present in five regions in Ethiopia, providing refugees and internally displaced people with emergency relief and help them to rebuild their lives. NRC works within the sectors of Education, Shelter, WASH, Livelihood and Food Security, ICLA (Information, Counselling and Legal Assistance), and Child Protection.
Roles & Responsibilities:
The Procurement Assistant will be based in Negele Office (Oromia Region) and will work under the supervision of the Logistics Officer, according to and as reflected in objectives stated in project description and budgets to donors and in line with NRC policy programme, as well as with Plan of Action and strategy in place in the region.
· Prepare reports as required by management;
· Ensure proper filing of documents;
· Ensure that all procurement processes are in compliance with NRC Logistics Handbook, other NRC policies and donor requirements;
· Liaise with suppliers to ensure prompt and accurate delivery of goods, services and equipment;
· Prepare documents as required by line manager.
Specific responsibilities:
· Carry out and assist with any procurements that need to be undertaken in Negele Office and in Oromia Region, ensuring that full procedures are followed to the full;
· Prepare Programme Tracking Sheet weekly and submit to all designated focal points, including Country Office;
· Register requisitions, quotations and purchase orders and update status reports and Liaise with suppliers to ensure prompt and accurate delivery of goods, services and equipment;
· Make sure documents are copied and filled before submission for payments;
· Assist in carrying out market surveys in Oromia Area;
· Assist in training of programme staff on procurement procedures;
· Have and update vendor list and submit on monthly basis to designated focal points;
· Communicate with all necessary NRC and external parties for the arrival of items into the warehouse;
· Full knowledge of donor compliance in relation to particular projects undertaken in the area.
Generic professional competencies/ Context/ Specific skills, knowledge and experience:
· A University Degree or Diploma in Procurement/Supply Management or related fields
· At least two years working experience preferably with INGO for similar posts
· Experience from working as a procurement assistant in a humanitarian/recovery context
· Previous experience from working in complex and volatile contexts
· Documented results related to the position’s responsibilities
· Knowledge of the national language is essential and Somali is an added advantage
