Organizational Context
Sub office Melkadida accommodates Somali refugees in the five camps; Bokolmanyo, Melkadida, Kobe, Hilaweyn, and Buramino. As of 1st of May 2018, 38,615 Households for 218,002 individuals recorded in proGres database. The main areas of origin are Gedo region (49%), Bay (31%) and Bakol (11%). Children are 75% of the overall population while women and children together comprise 88% of the total population. These refugees have been registered since February 2009 in UNHCR proGres database. All new arrivals are registered at the reception center in Dollo Ado by ARRA and UNHCR then relocated in one of the five camps as per the schedule. Currently, registration unit has only 5 staffs to perform all registration and data management activities for five camps and the reception center. The Senior Operations Data Management Assistant will support the office in registration and data management area. As a key member of the Registration team, s/he will support all activities related to registration, which may also include functions related to reception, filing and data management. The incumbent will also provide counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR's registration and reception procedures; their rights and entitlements as well as assistance during General Food Distribution (GFD). S/he liaises closely with other protection staff and partners to ensure timely identification and referral of persons of concern for protection follow up. The Senior Registration Assistant may assist in compiling and analysing information related to registration activities in the operation. The Senior Registration Assistant may also provide interpretation and/or translation services in cases for which s/he has the required language competencies. S/he will also play a key role in the implementation the Level 3 registration exercise that will begin early in August 2018.
Responsibility
Enter data mainly related to asylum seekers, refugees and other persons of concern to UNHCR into the computer database.
Maintain accurate and up-to date records and data related to all individual registration cases.
Identify persons with specific needs and ensure timely referral to protection follow-up as required.
Collaborate with protection staff and/or partners in the delivery of assistance and programming, including provision of identity and entitlement documentation.
Draft correspondence and reports relating to registration activities in the operation, when required
Provide counselling and support to persons of concern at field level and during General Food Distribution (GFD).
Prepare reports and project documents by providing information, preparing tables and drafting routine correspondence and reports.
Provide counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR's registration procedures and their rights and entitlements.
Conduct registration interviews when required in accordance with registration standards and guidance.
Act as interpreter in the exchange of routine information and translate routine documents and correspondence as and when required.
Participate in community mobilization and information campaigns during registration and other similar exercises
Perform any other duty, as requested
Job Requirement
Essential Minimum Qualifications and Experience
Completion of the Secondary Education with post-secondary training/certificate in social sciences, Information Technology or related field.
Minimum 3 years of previous job experience relevant to the function
Training in basic principles of international protection.
Experience in working with UNHCR proGres software.
