Terms of Reference for Project Documentation of Lessons learnt and project implementation
1. Introduction
International Medical Corps is a global, humanitarian, non-profit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, non-political, non-sectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
2. Overview of the project
International Medical Corps is implementing a project entitled “integrated nutrition services: multi-sectorial interventions to improve nutrition security and strengthen resilience” in SNNPR Wolayta zone two woredas Damot Pullasa and Boloso Sore since March 8, 2017 with fund through UNICEF from the European Union. The overall objective of the project is to contribute to improved nutritional status of adolescent girls, pregnant and lactating women and children under five with special focus to the first 1000 days. This is through improving the quality of nutrition services being delivered at health facility and community levels and capacity building to both nutrition sensitive and specific intervention actors through trainings and coordination meetings. The project will benefit the population residing in 39 Kebeles of Boloso Sore and Damot Pullasa Woreda by improved nutrition services and community awareness raising activities.
3. Objective of Learning document preparation
3.1 General Objective:
To document the “integrated nutrition services: multi-sectorial interventions to improve nutrition security and strengthen resilience” in SNNPR Wolayta zone two woredas Damot Pullasa and Boloso Sore in respect of the project goal.
3.2 Specific objectives:
To contribute to improved diet diversity in 6-23 months children and enhanced service uptake by pregnant and lactating mothers in SNNPR Wolayta zone of two woredas Damot Pullasa and Boloso Sore. The documentation will include the extent to which each result contributes (or not) to achieve the desired outcome.
4. Specific Tasks
The process and activities involved in implementing each Output of the project will be documented and assessed for their contribution to the desired outcome.
The consultant is expected to:
· Assess the extent that the program has contributed to achieving the program output & assess the extent that it contributed to program objectives.
· Assess the program participants to identify the lessons learnt and recommendations.
· Produce the review report documenting all lessons learned and suggested recommendations.
· Document the challenges, opportunities, best practices and recommendations supported by case studies and video footages
5. Expected Outputs
· De-brief on the findings with International |Medical Corps and partners (MOH at all levels and UNICEF) before submission of the draft report
· Comprehensive and concise draft report (in both hard and electronic copies) written in English to a maximum of 30 pages, excluding annexes, and containing the following:
o A stand-alone executive summary (maximum three pages)
o Documentation of the lessons learnt and project implementation
o Analysis and assessment of main findings as per the outputs in the project document.
· Final report submitted after adjustment based on consolidated to International Medical Corps head quarter technical team and stakeholder comments
6. Methodology
A consulting firm or a team of consultants is recommended to conduct documentation study. The consultants are expected to present, in detail, their approach, methodology and tools, with a work plan and time frame that addresses the preparation and document review, extensive desk review of relevant background information, surveys and assessment reports (baseline and midterm), findings of supportive supervision, review meetings and internal Process Monitoring and Coaching by UNIECF, International Medical Corps, Government and other partners, field work, data analysis and reporting against the expected outputs, with reference to the overall objective and specific tasks.
The consultant is also expected to conduct extensive qualitative and quantitative assessments with key stakeholders including but not limited to beneficiaries, HEW, HDA, Govt (MoLSA, MOA, MOH, MOE, MOWE at all levels).
7. Job Qualifications and requirements
Required Skills, Knowledge & Abilities
· A researcher, group of researchers or legally registered research firm with renewed license and TIN number, skilled in documentation and assessment of complex projects in the nutrition and health sector with solid evidence in similar assignments.
· Knowledge of the Ethiopian Government context: National Nutrition Programme, Health Extension Programme and other associated policies.
· Extensive knowledge of the PSNP4, Health Sector Transformation Plan (HSTP), Primary Health Care (PHC) service and IYCF activities in Ethiopia.
· Ability to communicate clearly with a wide range of stakeholders.
· Good understanding of development issues and the context in SNNP Region desirable
· Previous experience working with international NGOs.
· Excellent writing skills in English.
8. Reporting and Monitoring
In all matters relating to the documentation of the lessons learnt study, the consultant team leader will communicate with Nutrition program director at Addis Ababa Head Office every two weeks to discuss the progress of the lessons learnt documentation and the challenges, if any. The Terms of Reference and the agreed time frame will serve as the basis for monitoring progress.
The output of the documentation shall be submitted in the form of a report (both hard and soft copies).
9. Estimated Duration
The total consultancy days will be 20 days
10. Proposed Time Frame
The documentation study is scheduled to start during the first week of August, 2018. The preliminary draft report is expected by 15th August, 2018 and submissions of the final report by 20th, 2018 after adjustments have been made in respect of the stakeholder comments received.
11. Costs Covered
The funding can be used to pay for salaries and travel costs that are related to meeting the project documentation study objective and outputs. This might include the transportation and refreshment expenses for interviewees.
12. Process, next steps:
The consultant will be provided with Project Results Framework and are requested to submit a proposal/ work plan (4-8 pages) outlining method, approach, timeframe and expected daily rate by August 1st, 2018. A decision will be taken based on the quality of these proposals.
