TechnoServe (TNS) is a non-profit international development organization founded in 1968. Our mission is to help entrepreneurial men and women break the cycle of poverty by building businesses that create jobs, income, and economic opportunities for their families, their communities, and their countries.
TechnoServe Ethiopia, in partnership with Ethiopian Coffee and Tea Authority and the Ethiopian Institute of Agricultural Research, is inviting consultants to develop and submit a proposal (including previous qualifications) for conducting synthesis workshops to meet and align with key coffee sector stakeholders throughout Ethiopia around research, production and extension, and value-addition and marketing – synthesizing strengths, weaknesses, opportunities, and threats; and recommendations and implementation of key interventions. The goal of the Comprehensive Ethiopian Coffee Strategy and Implementation Roadmap is to improve coffee farmer livelihoods while increasing foreign income from coffee.
The consultants should be based in Addis Ababa, with some travel to Jimma for workshops.
The consultancy will be for a period of 20 working days.
- Between 7 August and 10 August 2018 (4 days): consultant will work with working team to finalize workshop content and agenda, and facilitate research workshop on 10 August in Jimma.
- Between 15 August and 17 August 2018 (3 days): consultant will work with working team to finalize workshop content and agenda, and facilitate research workshop on 17 August in Addis Ababa.
- Between 21 August and 24 August 2018 (4 days): consultant will work with working team to finalize workshop content and agenda, and facilitate extension and production workshop on 24 August in Addis Ababa.
- Between 28 August and 31 August 2018 (4 days): consultant will work with working team to finalize workshop content and agenda, and facilitate value-addition and marketing workshop on 31 August in Addis Ababa.
- Between 3 September and 7 September 2018 (5 days): consultant will work with working team to synthesis workshop insights and takeaways, from Amharic to English if needed.
This consultancy requires the key outputs outlined below:
- Finalized content and agendas for 4 workshops (on 10, 17, 24, and 31 August).
- In-person facilitation of 4 workshops – involves leading the workshop, managing time, answering questions, and maintaining meeting energy
- Synthesis of insights and takeaways from 4 workshops, from Amharic to English, into formal word document, to be used by working team
The Consultant is required to travel to Jimma for the first workshop – TechnoServe will organize and cover travel expenses for only the contracted consultant, based on standard TechnoServe practices and rates.
The consultant is required to cite all external sources used and consultant is expected and responsible for abiding by relevant copyright laws, citing all sources clearly and accurately. In addition, the consultant is required to keep a detailed record of time devoted to carrying out this assignment to be submitted to TNS along with the Consultant invoice for payment, accordingly to TNS requirements.
BID EVALUATION AND AWARD
Evaluation and award will be based on the Consultant’s experience, adequacy of proposed work plan (i.e., the technical evaluation) and its offer (i.e., the financial evaluation). A two-stage procedure will be adopted for evaluation of the proposals, with the technical proposal opened and compared first. Selection will be based on a “best-value” basis.
Only Consultants whose technical proposals score 70% or above will be considered for the financial evaluations. The financial proposals for Consultants scoring below 70% on their technical proposals will be returned unopened.
The Technical Proposal
Technical proposals will be evaluated using the following criteria:
a) The Consultant’s organizational adequacy, professional reputations and general experience in the field of assignment (20%);
b) The adequacy and quality of the proposed approach and methodology and work plan (completion time and program) (40%);
c) The Consultant’s experience, as indicated in the proposal (20%)
d) The Consultant’s ability to independently lead synthesis workshops, demonstrated through previous experience and their networks (20%)
Financial Evaluation
Proposed costs will be reviewed for reasonableness. Please note that TNS Ethiopia is not necessarily bound by any of the Consultant’s submitted proposals. Further, as quality is the principal selection criterion, selection will be based on the principle of “best value,” and TNS Ethiopia does not bind itself in any way to select the individual offering the lowest price.
Overall Evaluation
The total score shall be obtained by weighting the technical evaluation and price scores and adding them. The weight for the technical and financial evaluations shall be 70% and 30% respectively.
The Consultant obtaining the highest total score shall be invited for negotiations. If the negotiation fails, TNS Ethiopia shall terminate the negotiation and invite the next ranked individual for negotiation.
