Amref Health Africa would like to recruit a Project Officer-Engineer for its “SDG WASH/WASH Alliance project in Oromia region. The job holders will be based in West Arsi of Oromia Regional State and reports to the Project Manager.
Purpose of the Job:
The main purpose of the job is to implement Amref Health Africa in Ethiopia’s SDG WASH/WASH Alliance project which mainly focuses on having functioning, well-maintained save WASH facilities and good behavioral change practice by communities in targeted Woredas and kebeles. She/he will report to the Project Manager and works with the project assistants to implement the project in West Arsi Zone.
Key Responsibilities:
· Responsible for the implementation of the hardware /construction/ component of the SDG WASH/WASH Alliance project for Amref Health Africa.
· To provide technical oversight and quality control in the design, implementation, monitoring and evaluation of the subcomponent.
· Provide technical support and oversight for all water supply and sanitation infrastructures of the SDG WASH project.
· Supervise construction, contract management, technical quality, policy and procedural compliance and work plan supervision of all constructions undertaken by SDG Project,
· Ensures that the WASH constructions are up to the national standards and met the required technical quality and are adhered to global standards for such facilities.
· Prepare construction designs, specification, BoQs and payment certificates for the construction of WASH infrastructures
· Review and improve existing WASH design and construction manuals to meet different needs
· Provide/ facilitate trainings
· Ensure that the quality and the technical designs and BoQs for the WASH infrastructures are in line with the national and or regional Government and Amref Health Africa’s standards.
· Undertake other duties as assigned by the supervisor
· BSC degree in Engineering, Hydraulics/Sanitation engineering or in civil engineering
· Minimum of Four years’ experience preferably with an NGO implementing hardware component of WASHs programmes.
· Practical experience of preparing/developing WASH construction designs, and supervising construction activities including repairing and rehabilitation of water and satiation infrastructures (deep & shallow wells; water pipeline extensions, construction of water reservoirs, solar water pump installation and so on); construction of communal and institutional latrines
· Strong experience in preparing and reviewing tender documents; contract appraisal/assessment of technical designs/BoQs etc; and contract management;
· Experience in managing and training of staff and contactors on design, construction, and technical standards
· Excellent computer skills including engineering software and MS applications
· Knowledge and experience of the local working condition
· Ability to prepare project related reports/documents
· Ability to work on own initiative and work in diverse team
· Ability to work under pressure and meet strict deadlines
· Undertake other duties as assigned by the supervisor
