Job Description
JSI Research & Training Institute, Inc. (JSI) is implementing Health Management Information System (HMIS) and Monitoring and Evaluation (M&E) Scale-up Project in Ethiopia. The HMIS and M&E Scale-up Project is funded by USAID and was established with the purpose of assisting the Federal Ministry of Health (FMoH) in general and the Southern Nations, Nationalities and People's & Oromia Regional health bureaus in particular to efficiently scale-up the reformed HMIS and efficiently use health information for evidence based decision-making.
In addition, the project provides technical and financial support to Federal HAPCO especially in the implementation of Multi-Sectoral Response Information System (MRIS) in SNNP and Oromia regions.
Summary of Responsibilities
The Officer provides technical support to the overall functioning of DHIS2, EMR and other eHealth software. The Officer works in close collaboration with Regional, zonal and Woreda health offices and Health Information System Officers.
Duty Station & LOE
The is a consultancy position based at Assosa Town, Benishangul-Gumuz region, with frequent travel (approximately 75%) to field sites. Reports administratively to the Benishangul-Gumuz Regional Team Leader / Benishangul-Gumuz Health office & Directed by the Project IT Lead for his/her activities as a member of the overall IT Team.
Specific Responsibilities
· Responsible for ensuring the successful implementation of the DHIS2, EMR and other eHealth applications in the region
· Work closely with RHB, Zones, Special Woredas and secure buy-in and involvement leading to full ownership
· With no to little assistance from the Central office, able to successfully configure application at sites based on the specific needs and demands
· Build a one-on-one relationship with end-users throughout implementation process
· Ability to work patiently with end-users who require basic computer usage skills and successfully bring them up to speed
· Anticipate and proactively address any end-user needs / suggest ideas that improve system
· Quickly resolve any implementation issues and proactively report to the central IT group
· Go beyond “Basic Training”: Train users on application functionality to lead them to be able to fully user the application to its potential
· Constantly be on alert to review and make updates to various documentation materials (such as technical user manuals, standard operating procures). Also, prepare short end user tip sheet and guides based on areas you see in the field
· Actively participate software demonstrations for various Regional, Zonal and Partner groups
· Do not just be an “implementation person” but actively provide assistance in testing, identifying and solving software bugs
· Be a resource person for troubleshooting computer problems but ensure you are also building capacity for future.
Essential Qualifications
Education: An Associate or Bachelor’s Degree in Computer Science, Information Systems, or software engineering or related field and knowledge of major programming languages.
Experience: A minimum of 2 years experience in providing intensive software support for end users. Preferred someone with good system analysis, testing and programming experience. Exposure to DHIS2 and other eHealth applications is preferable.
Language Proficiency: Excellent knowledge (spoken and written) of the English Language
Other: Ability to work independently in the context of a team with excellent organizational and interpersonal skills essential. Expected to exercise considerable autonomy in decision-making.
