Amref Health Africa is the largest African based non-profit organization with the mission to provide lasting health changes in Africa. Building on six decades of engagement with governments, communities and partners to increase sustainable health access in Africa, the organization’s strategies focus on strengthening human resources for health, increasing health solutions and services for communities and health financing. In Ethiopia, programmatic areas include RMNCH, communicable and non-communicable diseases, clean water and sanitation and human resources for health.
Amref Health Africa has offices in seven African countries, including Ethiopia and supported by 12 business development units in Europe and North America. The organization employs over 1,000 people.
OBJECTIVE OF THE CONSULTANCY
The main purpose of this consultancy is to review and update the existing Amref Health Africa in Ethiopia’s procurement guideline.
Scope of the work
The Consultant undertakes to review and update the existing procurement guideline and identify gaps and areas for improvement. The updated guideline should be aligned with the current process of the organization Enterprise Resource Planning (ERP) system. The consultant is requested to perform the following functions at minimum:-
1. Review of the existing procurement guideline;
2. Review background documents;
3. Familiarize themselves with current Amref Health Africa in Ethiopia’s procurement guideline , Amref Health Africa Corporate Office procurement policy and procedure and the organization automated system (Enterprise Resource Planning system/ERP system);
4. Consider the local contexts;
5. Liaise with Amref Health Africa Ethiopia Country Office Procurement Team;
6. Ensure a participatory process in coming up with the revised procurement guideline and procedures;
7. Put in place the necessary procedures, practices and training to build capacity gaps and strengthen the procurement systems;
8. Facilitate the training of staff members on the new policies and procedures.
The potential consultancy firm is required to meet the following minimum requirements in order to qualify for the submission of proposal.
The consultancy firm should fulfill the following minimum criteria:
1. Registration and other relevant statutory documents (i.e. renewed business license, TIN and VAT Certificate and etc.)
2. Relevant services undertaken in the past years, preferably in the past 5 (five) years; evidence for a minimum of two completed contracts of similar service for developing, reviewing and updating of procurement policy/guideline, preferable with international Non-Governmental Organizations;
3. Please include with your quote: A letter of interest, full Curriculum Vitae for each member of the proposed team and a technical and financial proposal based on the Terms of Reference outlined above.
