Scope of Work:
The Consultant will be expected to carry out and deliver the following tasks:
1. Assess the current situation of the policy, planning, M&E process of the FMoH.
2. Review the present human resource policies and practices of the FMoH.
3. Review the current organizational structure of PPD.
4. Assess the institutional, technical and operational capacity of the PPD.
5. Review a job description of PPD.
6. Assess and identify potential constraints and bottlenecks that impede the effectiveness and efficiency of the current organogram of PPD.
7. Develop a new organizational structure of PPD, taking into consideration the current situation of the healthcare system.
8. Propose staff needs of the new organizational structure of PPD including reasonable number and proper mix.
9. Develop a job description for each position indicated in the proposed organizational structure.
10. Propose recommendations that enable the FMoH to ensure effective and efficient implementation of the new organizational structure.
Expected outcomes
The main outcome of the assignment will be the “Main Report” of the proposed organizational structure, which includes:
Deliverables will be reviewed and certified as satisfactory by the FMoH. They must be submitted in both electronic versions in relevant Microsoft Office format and hard/printed copy. The Consultant will submit a detailed “Main Report” covering the above aspects as per the TOR. Appendices can be annexed to the “Main Report”.
Approach and Methodology
The work will be guided by the TOR which is developed by the FMoH. Desk review and key informant interview will be the main source of information. It will be conducted on a participatory and collaborative approach ensuring close engagement with the Technical Working Group assigned by the PPD Director and key stakeholders. The Consultant will produce and present a “Technical Proposal” that will most effectively and efficiently deliver the purposes, objectives, scope of work, and required outcomes as per the TOR in the time available in consultation with the PPD. The “Technical Proposal” should outline the Consultant’s understanding of the work, and the methodologies he/she will use should be described in detail.
It is expected that the Consultant will have prepared and presented the “Technical Proposal” outlining:
· Meeting with all Directorates in the FMoH and other relevant stakeholders and presentation of the “Technical Proposal” prior to the start of the actual work.
· The details of the methodology of the work.
· Meetings, desk review and key informant interviews.
· A proposed reporting format and work plan including a schedule of tasks, activities and deliverables of the work and outline of the final report guided by the TOR.
· The Consultant works closely with the PPMED staff.
Education:
Minimum of Master’s Degree or equivalent in the Organizational Development, Health Service Administration, Health Policy and Management, Health Economics, Human Resource Management, Public Health, M&E or related field.
Experience:
At least 15 years of extensive and progressive experience in organizational development of health sector and exposure to policy designing, planning, monitoring and evaluation of the health system at the national or international levels
Experience in the development of organizational structure and familiarity with the health system and experience of working in the health sector of Ethiopia
Excellent verbal and communication skills in both English and Amharic
