BACKGROUND:
The Ethiopian Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address systemic bottlenecks. The Agency reports to a Transformation Council chaired by the Prime Minister and whose co-chair is the Minister of Agriculture and Livestock Resources (MoALR).
The ATA regional offices is primarily established to be the link between the ATA headquarter and Regional bureaus of agriculture and Livestock Resources (RBoALR) in bringing transformational initiatives that are developed and incubated by different programs at the federal level closer to the smallholder farmers, the private sectors, cooperatives and other key actors in the agriculture sector. The government approved mandate of the ATA regional offices is to support agricultural sector transformation by enhancing and supporting existing structures of government, private-sector and other non-governmental partners, to address systemic as well as commodity- and geography-specific bottlenecks in the agricultural value chains.
POSITION SUMMARY:
Working under the supervision of the Project Lead, the Regional Senior Project Officer (SPO) will work on all aspects of promoting the One Stop Shop Centers (OSS) opportunity, identification of potential OSSs, and assessment of inputs demand and supply in selected potential areas, business management counseling, clear guidance on development and implementation of presentable accounting systems, business development initiatives at the OSSs. In collaboration with the Senior Project Officer (SPO) at the Head Office, the SPO will provide guidance on Business Plans preparation by candidate OSSs in the course of grant application processes. The SPO will be a key player in providing all aspects of business management capabilities to candidate OSSs through business profitability assessment and analysis. In collaboration with SPO at the Head Office, s/he will provide periodic and need based business management skill enhancing trainings; grant utilization and reporting in compliance with donors policies to OSS staff. The PO will seek, guide & recommend on alternative access to credit financing to the OSS. As a multi-faceted position, the SPO will review & monitor clients accounting reports, business performance progress & provide timely technical support wherever necessary. She /he will oversight regional crop and livestock project officers, organize regional plan and compile weekly, monthly quarterly and annual regional project reports
