Hiring Consultant to Conduct training for RDPP Project Activity,

Save the Children International (hereinafter referred to as SC) is a non-governmental, non-profit organization whose mission is to fight for children’s rights and deliver immediate and lasting improvement to children’s lives worldwide. SCI has been operational in Ethiopia since 1973 and the organization has developed into one of the largest NGOs in the country. Currently, SC operates programs that straddle relief to development with a wide range of programs encompassing various thematic areas: Food Security, Livelihoods and Resilience, Health/HIV AIDS, Nutrition, WASH, Education, Child rights and governance, and Child protection interventions in all regions of Ethiopia. SC works to ensure quality programming on the ground which forms the basis to advocate for greater changes in policy and practice at regional, national and global levels. SC implements livelihoods based resilience building programs that integrate market access and marketing opportunities in the different parts of the country.
SC currently implementing Regional Development and Protection Programme (RDPP) in Ethiopia. The programme contributes to the overall objective of the RDPP in Ethiopia ‘to create evidence-based, innovative and sustainable development and protection solutions for refugees and their host communities in Ethiopia. The 39 months’ action is led by a consortium of three experienced INGOs: Save the Children (SC, consortium lead), International Rescue Committee (IRC), Danish Refugee Council (DRC), and Organization for Welfare and Development in Action (OWDA), an established Ethiopian Civil Society Organisation (CSO).
The program target is Somali refugees & host communities in Awbare and Kebribeyeh woredas, Fafan Zone, Somali region; with specific emphasis placed on vulnerable groups (women, children and youth) and on relevant local authorities. The overall objective the project is to achieve four specific objectives that aim to improve access to integrated basic services delivery (water, energy and education), improve livelihoods and employment opportunities and protection of Somali refugees and their host communities; and strengthen capacities of local authorities and multi-stakeholder coordination platforms in the implementation areas.
In order to ensure that, the project has plan to provide standard training for key target focal persons. Considering this, save the children invites qualified professionals to conduct this training as per project frame work and as per the national and international standards considering the Specific TOR.
As per the stated objectives and standards of the project that stated in the TOR , to invite consultants / professional advisors to submit their proposal that could successfully develop standard and update training manuals, and provide standard training using the agreed approved manual.
Type of training are:
1. Migration management 3 and half days of Training.
2. Coordination mechanism and accountability- 3 day training,
3. Reporting and documentation 2 day training,
It is must to work within the project frame work, the consultant will prepared based the project proposal and related assessment finding provided by the project team.
1. To develop training manuals for the topic
a) Migration Management
b) Networking and Coordination
c) Accountability reporting and documentation:
Each of the above the training manuals will be aligned with the details and objectives stated in the below sections of this TOR and project proposal. Purpose of the training manuals is for long term use for save the children migration related projects, thus it should be high quality and standard training manuals
2. To deliver the 3 different trainings at Jig-jiga level, and to cascading to different levels of the targeted beneficiaries.
3. To develop MOU for integration and Coordination of services where partners will discuss the content of the MOU before signing it, the partners will agree to deliver the integrated, coordinated services to refugee and communities.
The consultant will fix for some period of time at RDDP project area to provide training with necessary materials and formats. He/she understand and analyse the overall context and system before and after the document preparation and provide the training.
The following key tasks are required from the consultant to deliver within 15 days after receiving the work in this period. days)
1. Develop inception report discussing training manuals contents, quality standards and time frame of manual development. And schedule of cascading the training in both the field and Jigjiga level, with budget rate per day in ETB and proposed over all timeframe of the assignment.
2. Develop training manuals separately for each of the three planned trainings
3. Deliver the training at field.
4. Develop MOU for integration and coordination of services refugee host, sectors, projects.
5. Write a draft comprehensive report of each of the training delivered, with 10 photos, 2 case study and 3 videos.
6. Submit final report to SCI. both soft & hard copy of the report
1. Conduct three and half days training on migration and displacement programing and management, strategies on durable solutions for refugees and on migration/displacement sensitive local economic development approaches (the training will be conducted at Jigijga)
By strengthen capacities of local authorities and multi-stakeholder coordination platforms, the project will assess and build government and non-government actors’ ownership and capacity to develop and implement integrated plans. This provide more holistic services for refugees & host communities in a sustainable manner. It will support existing coordination platforms at local community level. To improve multi-stakeholder coordination for integrated services to refugees & host communities, and initiate links to the regional level coordination system. This objective has 2 expected results, which will be delivered by SC and DRC.
The capacity of duty bearers to fulfil their responsibility in the management of mixed migration issues and implementation of national policies and strategies is limited due to lack of technical and financial capacity. This action will build the capacity of duty bearers based on identified gaps, and with particular focus on the management of displacement sensitive and integrated local development interventions including refugees & host communities. The main activity will be organising training and supporting duty bearers with the required technical capacity to develop joint development plans and cascade local strategies, which are inclusive of both. refugee & host communities. The action will promote the participation of target communities and young people in the planning and monitoring of activities and reporting mechanisms, through supporting existing accountability structures that engage target beneficiaries. Capacity building training will be conducted with stakeholders engaged in the coordination platforms (Activity 4.1.3) and based on identified gaps.
a) Training Objectives:
The training main objective is to upgrade the implementation capacity of refuge and host community sectoral heads and focal persons on their migration related responsibility by focusing the following major points:
· Introduction to migration terminology, trends, characteristics and policies;
· Familiarize International and national legal and cooperation framework for the implementation of migration management,
· Management of Migration and displacement programming
· How to lead and support coordination platforms to integrate issues of refugees and irregular migration in their development plans and activities.
· Discussion and agreement with participant on signing MOU for delivering integrated services.
b) Training Duration: Four consecutive days:
2. Conduct Three days training on coordination mechanisms for members of the coordination structure (the training will be conducted at Jigijga level participating about 20 people per Woreda from key sector offices, partners, and non-government stakeholder
There are separate government structures that are responsible for the management of refugees & host communities, and normally these structures function separately with little to no coordination of services. The action will initiate and/or support local level coordination platforms in the 2 target woredas; bringing coordinated efforts in the management of refugees, irregular migration issues, and host community services. The action will build the capacity of coordination structures among key stakeholders including ARRA, woreda government authorities (justice, police, education, and labour and social affairs) and other service providers for refugees & host communities.
The action will work with existing service providers who will come together to develop and implement displacement sensitive joint plans that address issues of irregular migration, inclusive of both refugee & host communities. At regional level there is regional council focussing on irregular migration, trafficking and smuggling issues, which engages key government sectors from labour and social affairs, employment units, justice, police, and education.
This result will support similar initiatives by improving multi-sector coordination platforms at local community level that are inclusive of refugees & host communities, and initiate linkages to the regional level coordination platforms. The action will also support initiatives for integrated service provision where refugees & host communities use common facilities e.g. for education and water points, building on service coordination initiatives at community level (linked with ER1.1 & ER1.2).
a) Training objectives:
The training objective is to advance overall project area stakeholders and partners understanding and coordinated synergetic effect by focusing the following points:
· Coordination mechanism (existing mechanism, structure, linkage, effectiveness and functionalities, follow up, participation, schedule and stakeholder commitment)
· What is about good coordination, (integration, information sharing, joint planning, resource management, reaching beneficiaries)
· Strengths/ weakness/ challenges of coordination
· Complementarity and use of available expertize
· Integration of services.
· Accountability, documentation and reporting.
· Presentation of existing coordination structure, linkages indicating clearly who is responsible of what.
· Agree, learn, coordination timing and calendars in the areas.
b).Training Duration: 3 consecutive days.
3. Accountability, Documentation and reporting (Conduct two-day training on accountability mechanisms to members of the coordination structures)
The project assessment result towards accountability and reporting indicated that, the level of accountability is weak. Most of the time community rise question like, what was LEP planned? How it was accomplished? What was the size of budget? How and when it spent are the question of the local community unfortunately they hardly find answered for them. Thus, local level accountability is generally weak or non-existing. An officer at Awbarre said that the lack of accountability at local level often raises question to the local leaders. Particularly, local development committees are not able to entertain such question in brief. The local community want to know what is happening and how it is happened. The major reason cited were lack of skilled manpower to document reports, inadequate finance, and logistics, among others.
Based on this identified needs/gaps the project is seeking qualified consultant to develop appropriate training tools (manuals) and deliver appropriate trainings to relevant stakeholders in the project targeted woredas, refugee camps and regional level structures.
a) Training objectives:
· Based on the identified needs/gaps develop training topics and session and provide the training to targeted people.
· The training aims at increasing the stakeholder’s knowledge on accountability and on the different mechanisms for monitoring and evaluation.
· Improve existing accountability structures, knowledge to improve accountability and monitoring and reporting.
· Clarify structures of accountability among different institutions (bottom up) systems.
· Clarify reporting, and documentation
· Increase knowledge of stakeholders to wards feedback mechanism, tools, required to be fully accountable of implementation, planning and reporting.

· An advanced Degree in Social Since, Development Studies, Migration Management or with evidence of specialty of the subject matter allowing the candidate to develop relevant training manuals, and capacity to deliver the training in the field.
· Proven capacity and demonstrated Training facilitation skills, like. Role play, group work story telling etc….
· A demonstrated understanding and analytical capacity in issues relating to migration management and coordination’s mechanisms.
· At least 5 years’ experience in providing training in migration management issues.
· Excellent report writing skills and ability to meet deadlines.
· Good knowledge of socioeconomic and political dynamics of the migration and the areas.
· Ability to speak and understand local languages will be an advantage.
