Expression of Interest for undertaking Gender Analysis
I. Project Overview:
Project HOPE is looking for qualified individual consultants for USAID/ Community HIV Care & Treatment (CHCT) Activity. CHCT activity is a five-year program, Ethiopia Community HIV Care and Treatment, funded by PEPFAR through USAID, aims to contribute to the UNAIDS 90-90-90 goal of epidemic control in Ethiopia. The program will reach more than 200 priority districts and will target 75,267 individuals with HIV testing and reach 165,000 people living with HIV with care and support. The project is being implementing through 14 Local implementing Partners (LIPs).
CHCT Activity recognizes that gender inequality and gender norms including Gender Based Violence(GBV) are barriers for effective HIV prevention, care and treatment. Therefore, addressing GBV of the key components of the CHCT in order to make the activity effective and sustainable. Conducting a gender analysis is very important in order to understand the gender issues in CHCT activity and to design interventions and strategy accordingly.
Therefore, it is inviting interested consulting firms or team of consultants to carry out a gender analysis for USAID /CHCT Activity.
1. Identify challenges and gaps related with socio-cultural and resources factors that influence women and men.
4. To understand the capacity of PLHIV associations, CCC and health facility responding to gender norms including GBV.
5. To identify opportunities that exist to support women’s empowerment and promote gender equality.
6. Identify activities to transform gender norms that have the greatest potential to increase the CHCT targeted groups’ use of services and reduce Gender Based Violence and Gender related Stigma.
IV Time Frame
The consultant should finalize the gender analysis within 4 weeks starting from the date of the award. The consultant should submit the detailed breakdown of the activities and timetable based on the following major activities as a guideline or suggestion:
· Finalize approach and proposal
· Training for data collectors, supervisors, coordinators
· Field data collection and report writing.
· Preparation and submission of the first draft report.
· Debrief with project staff on the result
· Incorporation of comments and submission of final Gender analysis report.
V. Scope of the assignment areas
The assignment will be done in Addis Ababa, SNNPR, Amhara , Oromia ( jimma), Gambella regions (in selected CHCT operational woredas.).
· The consultant firm should demonstrate expertise and experience in conducting gender analysis and have prior experience performing similar work in Ethiopia. It should also have:
· Technical experts from multi-disciplinary backgrounds including Gender studies, development studies, Public health or relevant fields.
· Renewed professional license for consultancy services,
· Outstanding data collection, analytical research and writing skills,
· Proven track record on conducting gender analyses surveys/studies (at least two similar studies), including qualitative analyses,
· Knowledge of gender issues within the country, preferably PLHIV.
· Knowledge of HIV program, and challenges within the country, at community level.
