Amref Health Africa is founded in 1957 in Nairobi, Kenya, Amref Health Africa is the largest African-led and based international non-government organization. Our organization works to ensure every African can enjoy the right to health services by helping to create vibrant networks of informed communities that work with empowered health care providers in strong health systems. Our programs, supported by 12 program and business development offices in Europ and North America, reach 35 countries. Amref Health Africa has been active in Ethiopia since the 1960 ’s and became fully operational in 2002.
Amref Health Africa partners with the Government of Ethiopia and local stakeholders to implement a diversified health project p ortfolios throughout the country focusing on three key programmatic areas: Maternal, Neonatal, Child, Adolescent and Youth Health (MNCAYH); Water, Sanitation and Hygiene (WASH) and Communicable and Non-communicable Diseases. Gender and human resources for health are crosscutting, reflected throughout the organization’s health portfolio. Our organization also engages in clinical outreach interventions and emergency programs including nutrition and resilience building of affected communities.
Amref Health Africa has projects in Addis Ababa, Afar, Amhara, Benishangul- Gumuz, Gambella, Oromia, SNNP, Ethiopia Somali regions and nationwide health systems strengthening interventions focusing the capacity building of the National Health Extension Program.
In partnership with Aqua for All and Amref Flying Doctors in the Netherlands, Amref Health Africa in Ethiopia is executing a pilot project focusing on improvement in Urban WASH sector with a focus on promoting sanitation business model as an innovative approach in slum and informal settlements of urban and semi-urban areas of Addis Ababa, Oromia and Afar regions.
The project is contributing to the well-being of poor communities residing in slum corners of urban and semi-urban areas of the project intervention regions. Rapid urbanization in Ethiopia leads to poorly constructed slum areas, lacking WASH facilities & producing large amounts of waste. The poor communities inhabiting these areas do not have the means to claim their rights to e.g. safe drinking water, toilets, and waste disposal systems. Illegal disposal of sludge & other wastes is a health hazard. The local government faces challenges in resolving such issues. They have limited budgets and management skills. Small-scale enterprises engaged in WASH businesses do not have access to adequate finance & lack entrepreneurial skills to become more actively involved in WASH services. Microfinance opportunities are minimal, as MFIs lack a proper understanding of the WASH sector and its business potential. These urban WASH problems are clearly interlinked. This project aims to tackle these problems by working towards a sector where finance, institutions, and markets provide sustainable water and sanitation for the most vulnerable people in urban Ethiopia.
Since 2016, the project is implementing in 7 urban and semi-urban corridors areas in Afar, Addis Ababa, and Oromia:
From these areas, specific kebeles(last administrative structure in Ethiopia) with people residing in slums and informal settlements are be selected.
The consultant(s) should have mixed skills in public health, economics, hydrogeological studies, engineering and social sciences and should have undertaken similar and complex evaluation more than two years. Consultants shall demonstrate deep understanding of livestock and WASH impacts and poses the following competencies:
1. The Lead consultant should be a well-grounded, public health specialist with excellent research, monitoring and evaluation skills. The consultant shall preferably have deep understanding of WASH programming, economic dimensions of water and sanitation with previous experience in simulations of water and sanitation demand and market formulation and Agriculture.
2. The consultants should demonstrate knowledge and understanding of relationships between WASH, livelihood and the importance of women economic empowerment in the overall community development.
3. The team members (consultants) should have a minimum educational qualification of a Master’s degree in public health, economics, hydro-geology, hydraulic & water resource engineering and social sciences or related area from recognized universities. The aforementioned mix of skills is compulsory for the purpose of this assignment.
4. An overall understanding of WASH and Public & health sector policies and systems.
5. Proven experience in conducting participatory qualitative and quantitative evaluation studies using mixed methods with superior analytical skills.
6. Excellent analytical and report writing skills.
7. Excellent written and spoken English
