As German organization for international development cooperation with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. GIZ promotes complex reforms and change processes in more than 80 partner countries.
In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The GIZ Programme for Sustainable Training and Education (STEP) aims at improving the employment prospects of young Ethiopians by promoting more relevant and demand-oriented TVET and Higher Education. One of the programme component focuses on improving core processes and capacity development of key actors for employment oriented higher education. Main activities include but not limited to, overhauling university teaching to enhance students learning, introduction of graduate’s internship, improving career services to ensure good information and advice to students, capacitating leaders and managers of higher education systems, promoting entrepreneurship and incubation services at selected universities and internal quality management and enhancement.
To support the work of this programme component, GIZ-STEP is looking to recruit Programme officer for higher Education. The expert will be based in Hawassa to establish dialogue between the stakeholders of the education system, other governmental agencies and institutions, the private sector and other players and facilitate collaboration and innovation.

Major duties and responsibilities
Coordination and project management for the GIZ-activities in the Higher Education Component in Hawassa. Areas are not limited to but will include the following
Facilitating activities related to overhauling university teaching to enhance student learning in collaboration with staffs of Hawassa university
Facilitating activities related to introduction of graduate’s internship to enable graduates transition from the world of education to the world of work
Facilitate implementation of career service activities to ensure good information and advice to students in collaboration with ethio-jobs and Hawassa university career services office.
Facilitate activities related to overhauling existing internship and externship (staff internship) programs to enhance work place exposure and practical skills for students/teachers.
Support capacity development activities for entrepreneurship centre at Hawassa university as part of promoting graduates self-employment.
Support capacity development activities related to Hawassa University science and technology park (STP).
Support Hawassa university in activities related to internal quality management and quality enhancement system
Following up cross-cutting programme results in gender equity, digitalization and private sector cooperation together with other staffs in STEP
Support all general project management activities such as:
Communication and PR
Knowledge management
Reporting
Support other project activities in order to reach the project’s objectives – areas of involvement will be agreed upon as needed
Job Requirement
Formal Education
B.sc/M. Sc./MA Degree in Engineering, Education, Economics, business administration or other relevant field
Professional Experience
At least 7 years of professional work experience. Mix of experience in business/industry and university academic experience would be preferable.
Good knowledge of the National Science, Technology and Innovation Strategy, Education Sector Development Plan, Deliverology Strategies and other guiding policies
Good experience in project management
