Amref Health Africa is an African-led international health development organization headquartered in Nairobi, Kenya. With a focus on women and children, the organization strives to overcome the most critical health challenges facing the continent: maternal and child health, HIV & TB, malaria, water and sanitation and health systems strengthening. Amref Health Africa in Ethiopia has been working in Ethiopia since 2002 in close collaboration with the Federal Ministry of Health implementing a range of projects in maternal, neonatal and child health, reproductive health, health systems strengthening, health workforce development, water and sanitation, HIV/AIDS and non-communicable diseases across the country, supported by a wide range of multilateral and bilateral donors, corporates and foundations.
Amref Health Africa would like to recruit Health Care Quality Improvement Advisor based in Addis Ababa (Country Office) and will report to RMNCH program Manager.
Enhancing Reproductive Health Care Quality Project is funded by Packard Foundation works to improve quality of reproductive health care especially family planning services at health post level. This innovative approach is implemented in 160 health posts in Jimma and East Wolega. The project aims to increase access to quality community based reproductive health services and institutionalize quality of reproductive health care services at health post level. The lessons from the project will be shared to stakeholder and the ministry of health for scale.
The QI Advisor will oversee the quality improvement and quality assurance activities and deliverables for the Packard RH QOC project and will support other RMNCH Project quality of care integration. S/he will develop and implement an effective quality assurance program and oversee the planning, implementation and evaluation of the project’s quality management activities including; clinical quality assurance, QI teams and learning collaborative, and ensuring supervision, monitoring, and evaluation of program elements to track and support high quality services. S/he will provide technical leadership in quality and performance improvement working with key stakeholders including the Federal Ministry of Health quality , Regional Health Bureaus, non-governmental organizations, community organizations and other stakeholders to improve the quality of facility and community-level health care services by applying evidence-based guidelines, approaches, and tools that are globally recognized. This position will report to the RMNCH Program manager.
· Support the RMNCH Program manager and project team to implement the Amref health Africa quality framework and national quality assurance strategy
· Capacity building of the project staffs and key MOH personnel at Regional, zonal and Woreda Health Office level
· Collaborate with FMOH, RHB, lead facilities and project teams to strengthen the QI mainstreaming
· provide regular coaching and support the QI activities in Packard project and other RMNCH projects
· Ensure that QI-related monitoring data are captured and documented.
· Work with the program manager to disseminate successful RMNCHN related change ideas and solutions from project sites.
· Represent Amref in the national level quality technical working groups
· Work with project manager and program manager to Prepare and communicate quality assurance/Quality improvement program reports
· Perform other duties as requested by the supervisor
· Master’s degree in public health or other related field with Clinical background required.
· At least 5 years of experience working in quality and performance improvement of health providers with deep knowledge of the Ethiopian health system
· A minimum of 3 years’ experience of technical leadership and management of relevant projects.
· Proficiency in Quality improvement approaches
· Familiarity with the quality of care mentorship and supportive supervision approach.
· Excellent oral and written communication skills in English.
· Proven interpersonal skills and demonstrated ability to interact professionally with all key stakeholders
· Computer literacy in Microsoft Office applications.
· Recent experience of working with FMOH and/or RHBs.
