As German organization for international development cooperation with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. GIZ promotes complex reforms and change processes in more than 80 partner countries.
In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The GIZ Programme for Sustainable Training and Education (STEP) aims at improving the employment prospects of young Ethiopians by promoting more relevant and demand-oriented TVET and Higher Education. The main goal is to create more employment for graduates by improving the matching systems in the labor market. Activities will include the support of multi-stakeholder dialogue platforms to identify problems and solutions for better matching mechanisms. In addition, the skill needs of the industry in selected sectors in the region will be assessed. Skill gaps of TVET and university graduates need to be identified in order to develop innovative pilot solutions jointly with all involved stakeholders.
To this effect the STEP Programme Office is looking to recruit a Procurement and Contract officer as per the detail below.

Major duties and responsibilities
Responsibilities
The procurement & Contract professional is responsible to
facilitate and smoothen the communication with GDCO (German development cooperation office) Addis Ababa and Head Quarters concerning Procurement, contracting and custom clearance
Follow up the status of the procurement process of the program with the Junior procurement officer
execute monitoring tools to follow up on the status of all procurement and service Contract of the program
inform Program staffs on time about the status of procurement and contracting, particularly in the event of delays
Coordinate the procurement and Contracting processes effectively with colleagues in the GDCO and with the junior procurement officer of the program
The procurement professional performs the following tasks:

Purchasing
checks the plausibility of procurement service request; to make sure all the necessary documents are attached
procures materials and equipment locally, monitor markets, issues invitations to tender and processes orders in accordance with GIZ regulations together with the junior procurement officer
accepts goods and ensures that the receipt is documented and goods received checked appropriately
maintain and oversee the procurement file in the project together with the Junior procurement officer
processes complaints from project staffs
checks goods invoices, goods inwards receipts and other (delivery) papers and payment instruction
arranges for the safe transfer of goods to their destination
notifies projects and programmes of delivery location and time
processes cases of damage in transport
documents and files properly completed orders
Contracting (service contract)
Supports in the preparation of contracts and to develop and implement contracts in the program office for amounts assigned to the program office as per GIZ rules and regulations.
Monitoring and follow-up contract status with the Head Office/Head quarters
Coordinate all requests of components and ensure that the requests include all necessary documents for contract process
Assist with preparation of important documents to process a contract
Contribute to the development and proper maintenance of contracting Policies and procedures with in the program office.
Contribute to the Team’s effectiveness in the program office by helping to develop and share good practice on the contract process Liaison with the GDCO/Head Quarters.
Provide specialist advice and guidance on contracting and related issues to the program office staffs
Manage the filing, storage and security of contractual documents
Following up in the processing of consultants and individual contractor’s contracts as well as processing their payments
Handles Customer services and respond to customer inquiries regarding contractual processes
Job Requirement
Qualifications
BA in Procurement and supply chain management or business administration or management or related field
Professional experience
At least 5 years’ professional experience in a comparable position
Other knowledge, additional competences
Outstanding knowledge of purchasing and contract
very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
very good knowledge of the European language widely used in the country, ideally a knowledge of German
