GIZ- Qualifications and Employment Opportunities for Refugees and Host Communities in Ethiopia Programme (QEP)
Background
As German organization for international development cooperation with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. GIZ promotes complex reforms and change processes in more than 80 partner countries.
In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The programme on Qualifications and Employment Perspectives for Refugees and Host Communities in Ethiopia (QEP) has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) in December 2017. The programme is part of the German Special Initiative on Displacement and seeks to provide better vocational training and employment perspectives for refugees and host communities in Ethiopia. The program leverages the potentials of TVET for integration. Implementation will take place in Addis Ababa and Jijiga, Aw-Barre and Shedder (Somali Region) and further regions.
QEP works on three output levels and seeks to (1) increase the quality of technical and vocational training (TVET), (2) broaden the opportunities of TVET available to the target groups and (3) foster entrepreneurship and exchange formats for employment. QEP works together with the public TVET system and tries to extent the standards of the Ethiopian TVET system to TVET opportunities available for refugees and remote host communities. The programme works in fragile social and economic contexts. It is therefore crucial that refugees and Ethiopian host communities benefit equally from programme interventions. The changing regulatory framework governing inter alia access to education and employment for refugees poses a challenge and an opportunity at the same time.
The programme officer prepares implementation in two new regions. Besides, the programme officer develops, implements and adjusts a concept for multi-stakeholder platforms to promote discussion about approaches for integration of refugees and other displaced population groups in TVET and the labour market among different government offices and bureaus, on different local, regional and federal level. She/he ensures the documentation of best-practices and workable approaches evolving from QEP and facilitates possible ways of multiplication and upscaling. Besides, the programme officer takes a lead in developing a programme knowledge management system and keeps the overall programme operational planning up-to-date.

Major duties and responsibilities
Prepare programme implementation in 3rd and 4th region
Research and network with relevant stakeholders from industries, local and regional government offices as well as NGOs involved in service provision for refugees
Organise and conduct appraisal and fact finding missions
Steer and cooperate with consultants and short term experts and organise respective contracts
Write and compile reports and assessments
Actively contribute to activity development for new programme regions
Bring relevant actors and stakeholders together in order to develop common programme understanding and prepare for activity implementation
Contribute to budget planning for programme implementation in 3rd and 4th region
Contribute to design of indicators to measure achievements in programme implementation for 3rd and 4th region
Develop concepts for multi-stakeholder platforms
Develop mapping of existing platforms and groups (eg. UNHCR related, CRRF related, government related, etc.) working on refugees/displaced communities integration, especially socio-economic integration
Develop innovative concept for multi-stakeholder platforms regarding challenges and working approaches for educational (especially TVET) and labour-market integration of refugees/displaced communities on a regional and national level
Platforms should serve as a means for local and regional government to support them in the process of integration of refugees into (a) TVET and (b) the local/regional labour market
Determine format of these platforms: participants, scope, objectives, meeting frequency, possible outputs, etc.
Implement multi-stakeholder platforms
Organise and conduct platform meetings, develop common understandings among stakeholders
Prepare valuable inputs from QEP for these platforms in order to feed QEP approaches into debates
Document platform outcomes and develop concept to inform the interested public audience about platforms and their work
Flexibly react to demands of stakeholders and develop concept and format of platforms further
Documentation of QEP workable approaches and successes/best practice for upscaling
Research and document workable and successful approaches implemented by QEP, eg. in the field of integrating refugees into public TVET, linking TVET for refugees with the public TVET system, creating integrated training and employment programmes, achieving employment for refugees and host communities, etc.
Develop suitable format and design to publicly display workable approaches and successes
Develop concept for feeding best practices into multi-stakeholder platforms, donor discourses and policy debates
Dissemination of workable approaches/best practice of QEP also within GIZ
Overall programme knowledge management
Develop knowledge management system for the programme in cooperation with PR officer
Manage and update the overall operational plan for the whole programme
Contribute to the development of innovative PR ideas and interventions together with PR officer
Job Requirement
M.A./M.Sc. in political science, public management/policy, economics, educational science, or related field of study
Minimum of 5 years relevant occupational experience expertise in the necessary field as Consultant or Programme Officer
Experience in multi-stakeholder management and design of mulit-stakeholder platforms, ideally with participation of government and international organizations
Proven successes in development of fruitful multi-stakeholder platforms
Experience with working in (governmental, inter-governmental or non-governmental) international organizations, ideally in the field of refugees, migration, entrepreneurship, vocational training and/or employment promotion
Work experience in Ethiopian public sector (relevant government agencies, bureaus, ministries, etc.)
Knowledge about the Ethiopian TVET system and/or relevant developments in the field of refugees/migration in Ethiopia, especially in regard of education/training, livelihoods and employment promotion
Good overview and knowledge of relevant stakeholders in the area of vocational training and employment promotion in the context of displacement
Excellent communication and presentation skills and ability to facilitate agreements in complex settings of stakeholders
Excellent written and spoken English and Amharic; further language spoken in Ethiopia is an advantage
Excellent analytical skills
Experience in conceptualising workshops and public events
Able to drive results and meet timelines
Flexibility to adjust to changing nature of assignments and good team spirit
